Op 22 september 1994 vaardigde de Raad van de Europese Unie een richtlijn uit tot "instelling van een Europese Ondernemingsraad of van een procedure in ondernemingen met een communautaire dimensie of in concerns met een communautaire dimensie ter informatie en raadpleging van de werknemers". Belgie is verplicht, zoals alle andere lidstaten trouwens, deze richtlijn in zijn intern recht op te nemen. Bij de Ministeries van Arbeid en Tewerkstelling en van Economische Zaken werd een wetsontwerp terzake voorbereid dat ter advies aan de Nationale Arbeidsraad en de Centrale Raad voor het Bedrijfsleven werd overgemaakt. De Nationale Arbeidsraad zag het echter zo niet. De Raad trok de zaak naar zich toe en gaf er de voorkeur aan de materie zelf te regelen door het sluiten van een collectieve arbeidsovereenkomst (CAO). Het werd de CAO nr. 62 van 6 februari 1996. Omdat niet alle punten van de richtlijn bij wijze van CAO naar het interne Belgische recht toe konden worden vertaald, voegde de Nationale Arbeidsraad aan de overeenkomst nog een advies toe om een bepaald aantal punten dan toch nog bij wet te regelen. In dit werk wordt CAO nr. 62 juridisch uitgebeend door Chris Engels en Othmar Vanachter; ook aan de rol van de wetgever, die, zoals gezegd, nog een aantal punten dient te regelen, wordt aandacht besteed (II en III). Roger Blanpain laat zich vooral in met de vraag of het juridisch mogelijk is bij wijze van een in de Nationale Arbeidsraad gesloten CAO, overeenkomstig de wet van 5 december 1968, een Europese richtlijn naar het interne recht toe te vertalen, wanneer die richtlijn een uitgesproken transnationale dimensie heeft (I). Even belangrijk als de juridische analyses is vanzelfsprekend het documentaire gedeelte met niet minder dan 10 bijlagen, met zowel wetgevend materiaal (Europees-nationaal) als de tekst van de drie Europese voor-richtlijn overeenkomsten (VRO's) (Petrofina, Solvay en Tractebel), die in Belgie gesloten werden.
