Zwischen 1914 und 1918 erklärten mehr als dreißig Länder den Krieg. Die meisten schlossen sich den Alliierten an, darunter die USA, Serbien, Russland, Frankreich, Großbritannien, Italien und andere Länder. Die Mittelmächte, zu denen Deutschland, Österreich-Ungarn, Bulgarien und das Osmanische Reich gehörten, leisteten Widerstand. Aus einer zunächst relativ kleinen Schlacht in Südosteuropa brach ein Krieg zwischen europäischen Imperien aus. Seitdem das Vereinigte Königreich und sein Imperium in den Krieg eingetreten sind, wurde er in einem in der Geschichte noch nie dagewesenen Ausmaß ausgetragen, was ihn zu einem wahrhaft globalen Kampf macht. Es kam nicht nur im Nahen Osten und in Afrika zu Kämpfen, sondern auch in Ost- und Südosteuropa sowie an der Westfront. Um in großen Bürgerarmeen zu kämpfen, meldeten sich fast 65 Millionen Männer freiwillig oder wurden eingezogen. Millionen von Zivilisten arbeiteten in der Industrie, in der Landwirtschaft oder auf Stellen, die durch die Rekrutierung von Truppen frei wurden, um die Kriegsanstrengungen zu unterstützen. Der Erfolg beruhte auf der öffentlichen Unterstützung. Als ihre Bevölkerung ihre physischen und psychischen Grenzen erreichte, mussten mehrere Nationen aufgeben, weil sie keinen Willen mehr zum Kampf hatten. Auch im Ersten Weltkrieg waren Menschen das Ziel. In den von ihnen eroberten Orten wurden von einfallenden Armeen Gräueltaten gegen die Bürger verübt. Die Häufigkeit von Angriffen auf Zivilisten nahm zu, da die Nationen versuchten, die innere Moral ihrer Rivalen zu untergraben und die öffentliche Unterstützung für den Krieg zu verringern. Die Propaganda zielte auf die "nationalen Charaktere" verfeindeter Völker und verteufelte ganze Nationen. Während sich jede kämpfende Nation darum bemühte, ihre Streitkräfte mit ausreichend Personal und Ausrüstung zu versorgen, wurden nationale Ressourcen mobilisiert. Frühe Rückschläge bei der Waffenproduktion in Großbritannien führten zu einem vollständigen Eingriff der Regierung in die Kriegsproduktion. Bis 1918 ermöglichten diese Vorschriften der Industrie die Produktion von fast 170 Millionen Artilleriegeschossen, 250.000 Maschinengewehren, 52.000 Flugzeugen, 2.800 Panzern, 25.000 Artilleriegeschützen und etwa 4 Millionen Gewehren.
