Er braucht keine Wirklichkeit zu sein. Er schafft Wirklichkeit dadurch, dass er vorantreibt und dass er Hoffnung, Glaube und Mut wird."1 (Benito Mussolini, Oktober 1922) Mit dieser Aussage hat Benito Mussolini die Definition für den Führer-Mythos auf den Punkt gebracht. Der Aufbau eines Führerkultes hatte in beiden Ländern nichts mit der Realität zu tun. Die Menschen sollten die propagierten Führerbilder so glauben, wie sie ihnen dargestellt wurden. Durch permanente Wiederholung der Parolen und Darstellungen ihres Führers wurde für die Menschen die Täuschung zur Wirklichkeit. So kam es dazu, dass die deutsche und italienische Bevölkerung an ihren Führer glaubte und alle Hoffnungen in ihn setzte. Diese Faszination fand ihren Höhepunkt als die Bevölkerung in den späteren Kriegsjahren, die Diktatoren derart unterstützten, dass große Teile der Bevölkerung bereit waren ihr Leben für ihr Land und ihrem Führer zu opfern. Daraufhin fällt der Blick auf das persönliche Verhältnis zwischen Mussolini und Hitler. Dazu gehört die offene Bewunderung Mussolinis aus Hitlers Sicht, die nicht auf Gegenseitigkeit beruhte und die ersten Annäherungen zwischen den Diktatoren. Die persönlichen Beziehungen waren eine Frage von wandelnder Sympathie und Vorteilsabwägungen. Dieselben Motive findet man auch in der Außenpolitik der beiden faschistischen Staaten, durch die sich der Führer und der Duce miteinander verbanden und die Achse Berlin-Rom gebildet wurde. Im September 1937 kam mit Mussolini nicht nur Hitlers ideologischer "Verwandter" zu Besuch nach Deutschland, sondern auch sein langjähriges Vorbild und sein Bündnispartner.
