Sie koordinieren Aufgaben und Tätigkeiten unterschiedlichster, weit verstreuter und zumeist nicht gleichzeitig anwesender Charaktere. Dabei vermögen sie es all diese Tätigkeiten, trotz ihrer Simultanität so aufeinander zu beziehen, dass sie nicht Willkür oder Chaos ausgesetzt sind. Sie entwickeln Ordnungsprinzipien, gestalten Hierarchien und requirieren ihre Mitglieder anhand selbst formulierter Ein- und Austrittskriterien. Dabei agieren sie als Repräsentatoren übergeordneter, nicht adressierbarer Funktionssysteme (z.B. Bildung) und sind Mitgestalter individuell zurechenbarer Karrieren, sei es derer ihrer Mitglieder, sei es derer der von ihnen betroffenen Gesellschaftsteilnehmer. Aufgrund all dieser Anforderungen ist es ihnen nicht möglich, alle Faktoren ihrer Existenz, Strukturierung und Ausprägung in Betracht zu ziehen. Sie sind genötigt Routinen und Programme zu entwickeln, welche Komplexität insoweit reduzieren, dass die Organisation handlungsfähig bleibt. Dabei können sie nicht ausschließlich die an sie formulierten Ansprüche in Betracht ziehen, sondern sind darauf angewiesen eigene Operationsweisen als Ausgangspunkt ihrer evolutionären Entwicklung anzuerkennen. Nichtsdestotrotz bedeutet aber die Rekursivität ihrer eigenen Operationsweise nicht, dass sie sich von der Gesellschaft soweit distanzieren, dass sie nicht mehr zu verorten, adressierbar oder mit Anforderungen zu belasten sind. Bei aller operativen Geschlossenheit sind sie auf Gesamtgesellschaft angewiesen, um diese dauerhaft in Betracht ziehen zu können, was gleichzeitig Grundbedingung ihrer Existenz ist.
