Als 1810 in Preußen der Mahlzwang aufgehoben wurde, konnte fortan jedermann eine Muhle errichten, wo er wollte, und jeder Bauer war frei, mahlen zu lassen, wo er wollte und zu welchem Preis er das tun wollte. Zwei Akten des Amtes Driesen im neumarkischen Kreis Friedeberg aus der Zeit von 1817 – 1831 beleuchten, in welche Existenznot die neue Gewerbefreiheit die alten eingesessenen Getreidemuller brachte. Das Buch beleuchtet schlaglichtartig den Einzelfall und pars pro toto das Schicksal des Muhlenmeisters David Stern aus Dragebruch und zeigt auf, wie er und andere Muller der Gegend zu dieser Zeit an den Folgen der neuen Gewerbefreiheit bis zum Existenzverlust litten. Die Driesener Akten hat der Autor im Geheimen Staatsarchiv Berlin aus den fruheren Merseburger Bestanden ausfindig gemacht und den Inhalt fur das Schicksal des Muhlenbetriebs in den wieder aufgefundenen Grundstucksakten der Dragemuhle im Staatsarchiv Gorzow/Wlkp. bestatigt gefunden. Die neuen Getreide-Muller im Amt Driesen brauchten nur wenig Pachten zu zahlen, konnten mit neuen Muhlen billig produzieren, und saugten so die Kunden an – von den alteingesessenen Mullern dagegen trieb der Staat weiter unverandert die hohen Pachten ein, obwohl sie ihre Kunden verloren und ihre Einnahmen wegbrachen. Das Buch berichtet von den vielen Eingaben, die der Vorfahre des Autors an den Staat richtete – wie andere Muller auch -, um Wegfall oder Reduzierung der Pachten zu erreichen. Der Staat beharrte auf den hohen Pachten und drohte den Mullern die Execution an; er verwies die Muller auf eine Entschadigungszahlung und setzte die Voraussetzungen dafur so hoch an, dass sie ein Muller schlechterdings nicht erfullen konnte. Das Ergebnis war fur den Vorfahren des Autors die „notwendige Subhastation“ der Muhle, d.h. die Zwangsversteigerung, letztlich zu einem „Spottpreis“, der die hypothekarischen Belastungen nicht deckte. Mit solchem Schicksal als Ergebnis der neuen Gewerbefreiheit war David Stern damals nicht allein. Dieser Band zeigt daher an Hand von belegten Tatsachen, wie sich ein Hauptkonflikt der Muhlenrechtspraxis Anfang des 19. Jahrhunderts beim einzelnen Muller auswirken konnte.
