Inhaltsangabe: Einleitung: Im Mai 2001 hat der Baseler Ausschuss für Bankenaufsicht ein zweites Konsultationspapier zur neuen Eigenkapitalvereinbarung veröffentlicht, das die geltende Eigenkapitalvereinbarung von 1988 ablösen soll. Hintergrund dieser Revision sind verschiedene internationale Bankenkrisen in den vergangenen Jahren. Nach einer weiteren dritten Konsultationsperiode ist zu erwarten, dass die neue Eigenkapitalvereinbarung für Banken im Jahr 2005 in Kraft tritt und für alle deutschen Banken Gültigkeit erlangen wird. Das Papier sieht im Wesentlichen vor, Kreditrisiken in Abhängigkeit von der Bonität stärker zu differenzieren. Die Bonitätseinschätzung der Unternehmen kann entweder von Banken oder Ratingagenturen vorgenommen werden. Gegenstand der vorliegenden Arbeit sind daher unter anderem die Veränderungen, die sich in der Kreditvergabe ergeben. Die allgemeine Meinung ist, dass Unternehmen mit vergleichsweise schlechter Bonität zukünftig höhere Finanzierungskosten zu erwarten haben. In einer Ifo-Telefonumfrage vom März 2000 unter 502 deutschen Mittelständlern aus den Bereichen Industrie, Handel, Bau und Dienstleistung gaben etwa 37% an, dass sie mit schwierigeren Kreditaufnahmen rechnen, während lediglich ca. 19% eine Erleichterung erwarten. Daher haben mittelständische Unternehmen gegenüber der neuen Baseler Eigenkapitalvereinbarung sehr große Vorbehalte. Aufgrund des in einer Studie der PwC Deutsche Revision aufgezeigten geringen Vorbereitungsstandes der Unternehmen wird in dieser Arbeit neben den Änderungen, die sich im Kreditgeschäft ergeben, die grundsätzliche Unternehmensstrategie von Banken erläutert, um so die Akzeptanz unter den Unternehmen gegenüber Basel II zu steigern. Des weiteren können sich Unternehmen nur dann der Kreditpolitik anpassen, wenn die Sicht der Banken bekannt wird.
