Nach einer ausführlichen Studie über die Bildung des Freistaates Sachsen in den Jahren 1989/90 legt der Autor erstmals die Geschichte eines westdeutschen Flächenlandes in der Friedlichen Revolution vor. Dabei wird die Föderalisierung als Teil der Friedlichen Revolution verstanden. Bayern spielte in mehrfacher Hinsicht eine Sonderrolle. Der Freistaat sah sich als Drehkreuz von Massenflucht und Übersiedlung über Ungarn und Prag mit besonderen Herausforderungen konfrontiert. Nach der Grenzöffnung Mitte November 1989 erlebte Franken einen Massenansturm von Besuchern aus der DDR. Überall entlang der innerdeutschen Grenze feierten Menschen ihr Wiedersehen. Bayern war aber nicht nur ein Akteur des Prozesses, sondern selbst betroffen. So brachte das Ende der Zonenrandlage Franken und der Oberpfalz wichtige wirtschaftliche und touristische Impulse. Bewohner von beiderseits der innerdeutschen Grenze ließen ihre fränkische Verbundenheit wiederaufleben. Bayern halfen Thüringen und Sachsen passfähig für das bundesdeutsche föderale System zu machen. Politiker und Beamte beteiligten sich am Aufbau von Judikative, Exekutive und Legislative. Dabei agierte Bayern in Rivalität und Kooperation mit Baden-Württemberg. Von der Bundesregierung forderte der Freistaat eine Beteiligung der Bundesländer an den Verhandlungen über die staatliche Einheit mit der DDR. Bayerische Parteien beteiligten sich als Akteure der Revolution an Demonstrationen und Wahlkämpfen in der DDR. Dabei wurde die bayerische CSU mit der Gründung von CSU-Verbänden in Thüringen und Sachsen konfrontiert. Diese sorgten für eine Wiederbelebung der von Franz Josef Strauß 1976 in Wildbad Kreuth angeregten Diskussion über eine bundesweite Expansion der CSU. Jetzt ging es jedoch sowohl um eine CSU-Ausweitung sowohl in der DDR als auch im vereinten Deutschland. Unter dem Druck Helmut Kohls entschied sich die CSU jedoch für ihre Erhaltung als bayerische Regionalpartei und gegen eine Unterstützung von CSU-Verbänden in der DDR.
