English summary: In his essays, Rudolf Summer has dealt in detail with basic problems concerning civil service law. He took a stand against managerial positions for civil servants with fixed-term contracts, did however sympathize with giving citizens of the EU civil servant status and with the need for performance-oriented salaries. The principle of 'responsibility' as a guideline for the civil service was of particular importance to him. Lately he has pointed out the need to replace supplementary insurance with a 'transfer pension' when an employee retires from the civil service, a need which results from European law. A long time before the reform of federalism, he warned about the danger of competence shifting this would cause. German description: Dieser Band enthalt Aufsatze Rudolf Summers zum Beamtenrecht. Der Autor hat sich zu Beginn der 80er Jahre eingehend mit einigen Grundsatzproblemen (Alimentationsprinzip, Amt im statusrechtlichen Sinne) befasst. In der Folgezeit wandte er sich mit anderen gegen die Plane fur Spitzenpositionen auf Zeit; er zeigte aber auch Verstandnis fur die Offnung der Beamtenverhaltnisse fur EU-Burger und fur die neuen Bedurfnisse, die Besoldung leistungsorientiert zu gestalten. In beiden Fallen wird die Tendenz des Autors erkennbar, Art. 33 Abs. 5 GG entsprechend den Gegenwartsbedurfnissen auszulegen. Sein wohl wichtigstes Anliegen war es, das Prinzip 'Verantwortung' als Leitprinzip des Systems des deutschen Beamtenrechts herauszustellen. Im Vorfeld dieser Uberlegungen wandte er sich gegen die uberzogene Verwendung von 'Altformeln' bei der Auslegung des Art. 33 Abs. 5 GG. Beteiligungen an Festschriften gaben ihm die Moglichkeit, das Begriffsfeld 'Amt und Funktion' zu vertiefen, den Besonderheiten des bayerischen Verfassungsrechts zum Recht des offentlichen Dienstes nachzugehen, die Fursorgepflicht des Dienstherrn zeitgerechter zu interpetieren und bereits fruh darauf hinzuweisen, dass das Europarecht die Erganzung der Beamtenversorgung durch eine von ihm 'Transferversorgung' genannte Leistung an Stelle der Nachversicherung erfordere. In Aufsatzen von 2003 und 2006 warnt er vor absehbaren negativen Folgen der Foderalismusreform fur das Gebiet des Beamtenrechts und in einer Arbeit von 2006 stellt er in Anschluss an eine Entscheidung des Bundesverwaltungsgerichts den Gesetzesvorbehalt fur das Beamtenrecht auf eine neue gedankliche Grundlage.
