In Vamp Town humans accidentally stumbled into the vampire reservation known as Vamp Town where Vladimir Rurik found new vitality in the unexpected access to fresh blood making him strong enough to break the genetic bonds that had shackled him to the will of the leader - his brother Alexi, Khan of the Immortals - and escape the confines of the government run reservation and its packaged food supply.

Now in Blood City the secret agency administering Vamp Town - the Center for Specter Control - not only must find the rogue before he can carry out his bloody intent against humanity, but with depleted resources, must also continue keeping the other supernatural monsters under its purview from mixing with an unsuspecting population for which lycans, mutants, and vampires are merely characters that populate horror movies.
The burden strains the remaining CSC personnel to the breaking point, and the task falls to agents Liz Adams and Craig Wright along with a few new team members to find the elusive Vladimir. Luck shines on them when they discover a streak of blood draining murders leading from Seattle to Portland. To find Vlad's lair, however, they will have to probe the depths of Portland's notorious Shanghai tunnels.
Elimination is their only option. Can they succeed? Will any survive?
Meanwhile, Alex's offer to help the CSC has fallen on deaf ears as he reaches the uneasy conclusion that Vlad had correctly foreseen the failure of the treaty signed with Theodore Roosevelt establishing the vampire reservation. Now he must accept a life different from the past 100 years and the carnage he will now have to cause to sustain it.
With the organization that oversees the earth's monsters on the verge of collapse, the unprepared old-world vampire hunting establishment slowly reacts to fill the void to keep humanity safe. But in Rome, the vampiric threat has never been forgotten, and after decades in abeyance, an elite force is being called back to duty.
