About the Author: Rutherford "Rusty" C. Thomas graduated from John Bartram High School, spent four years in the US Navy, and eventually retired from the City of Philadelphia Streets Department as the assistant chief of operations. During his time with the City of Philadelphia, Rutherford Thomas was recognized by Mayor W. Wilson Goode, Managing Director James Stanley White, and Police Commissioner O'Neal for excellence in services provided to the citizens of Philadelphia and for intervening in an attempted robbery. His professional performance and responsibilities have also been featured in a number of newspaper articles.
In 2004, while he was president of the Greater Philadelphia Chapter of the National Forum for Black Public Administrators, the chapter hosted the national conference, and it was a financial success for the national office.
He is a person of faith, and he has been in leadership in church for some years as a deacon and a greeter and responsible for building maintenance.
