Partizipation ist in aller Munde. Schlägt man die Zeitung auf, so kommt es häufig vor, dass Ortsräte gemeinsam mit ihren Jugendräten auf Fotos posieren. Damit wollen sie zeigen, dass in ihrem Ort ein großer Wert auf die Jugend gelegt wird und somit auch Partizipation betrieben wird. Kommunen bemühen sich ebenfalls um mehr Offenheit für die Kinder: Sie versuchen der Jugend beispielsweise durch spezielle 'Kindersprechstunden' die Möglichkeit zu geben, ihr Recht auf Beteiligung zu nutzen. Durch Spielleitplanungen in Städten und Gemeinden haben Kinder und Jugendliche die Möglichkeit, ihre Wünsche zu einer kinderfreundlichen Gestaltung ihres Ortes kundzutun. Auch in der Kinder- und Jugendhilfe - in §8 1 SGB VIII - sollen die Kinder und Jugendlichen gemäß ihres Alters an den sie betreffenden Entscheidungen beteiligt werden. Dies sind alles Bereiche, in denen Partizipation stattfindet. Wie sieht es aber in den Schulen unseres Bundeslandes aus? Jeder kennt - mehr oder weniger - die gesetzlich vorgesehene Form der Schülerpartizipation: die Schülervertretung (SV). Allerdings, so zeigt die Erfahrung, sind die Mitwirkungsmöglichkeiten auf Grund der festgelegten Anzahl an Vertretern (Klassen und Schülersprecher) sehr begrenzt. Auch die Chancen, etwas an der Schule verändern zu können, sind teilweise auf Grund der begrenzten Mittel der Schulen sowie des engen Aktionsrahmens der SV gering. Wenn dies an Regelschulen schon schwierig ist, wie ist Schülerpartizipation dann an Förderschulen geregelt? Wer sorgt dort dafür, dass die Schüler ihr gesetzlich festgeschriebenes Recht auf Beteiligung auch tatsächlich wahrnehmen? Oder ist Schülerpartizipation dort bloß ein Alibi?
About the Author: Andreas Häfner, Dipl. Päd., geboren 1982 in Nastätten. Sein Studium der Erziehungswissenschaft (Schwerpunkte Erwachsenenbildung, Sozialpädagogik, Sonderpädagogik) schloss er im Jahre 2012 mit dem akademischen Grad des Diplom Pädagogen ab. Schon vor und während seines Studiums an der Universität Koblenz-Landau sammelte er bereits Erfahrungen im Bereich der offenen Kinder- und Jugendarbeit sowie im Bereich der Schulen mit dem Förderschwerpunkt Lernen. Derzeit ist er an einer Schule mit dem Förderschwerpunkt Lernen beschäftigt. Das Interesse am Thema des Buches entwickelte sich während der im Studium integrierten Praktika.
