Die technologische Entwicklung und ihre sozialen Folgen sowohl im ArbeitsprozeB selbst wie auch in ihren Folgewirkungen auf die Bereiche Qualifikation und Arbeitsmarkt sind w!ihrend des vergangenen Jahrzehnts zunehmend zum Diskussionsgegenstand und Problem der Gewerkschaften in der Bundesrepublik Deutschland geworden. Damit verbindet sich bei wesentlichen Teilen der bundesdeutschen Ge- werkschaften (v.a. IG Metall und IG Druck und Papier) eine ver!inderte Position zum Thema technologischer WandeljRationalisierung, als sie seit der Entstehung der Industriegewerkschaften und ganz besonders in der Weimarer Republik als typisch zu belegen ist: "Technischer Fortschritt" und Rationalisierung werden anders als damals nicht mehr vorbehaltlos bejaht. Das Verh!iltnis der Gewerkschaften zum technologischen und arbeitsorga- nisatorischen Wandel im ersten Drittel des 20. Jahrhunderts ist bereits zum Thema zahlreicher Untersuchungen geworden. Neben zeitgenOssischen Ver- Offentlichungen I) liegen gerade angesichts der fUr die Gewerkschaften wie- der aktuell gewordenen Problematik mehrere neuere Untersuchungen dieser Thematik vor: Hoff (1978) vergleicht gewerkschaftliche Argumentations- muster zur Rationalisierung in den zwanziger und siebziger Jahren mit deutlichem Schwerpunkt auf der Weimarer Republik; Schmiede/Schudlich (1977: 152ff) untersuchen die Entwicklung taylorismus!ihnlicher Verfahren zwischen 1900 und 1914 und stellen die Entwicklung des Refa-Systems so- wie die gewerkschaftlichen Debatten bis 1933 dar; SchOck (1977) stellt un- ter den Aspekten Arbeitslosigkeit und Rationalisierung die kommunistische Gewerkschaftspolitik Anfang der zwanziger Jahre dar, Stoll berg (1981) setzt 1908 an mit der Begrilndung, daB erste gewerkschaftliche AuBerungen zu dieser Thematik bereits 1908 vorlagen und die Freien Gewerkschaften ihre Position zur Rationalisierung bereits 1918 weitgehend festgelegt hatten, und
