Der globale Telekommunikationsmarkt befindet sich derzeit in einer weitreichenden Umgestaltungsphase. Weltweit sind in den vergangenen Jahren in einer Reihe von Landern die nationalen Markte fur Telekommunikationsdienste vollstandig oder teilweise liberalisiert worden. War die klassische Organisation der Telekommunikation von nationalen Monopolen gepragt, die jeweils ein Land mit Diensten versorgten, so ergibt sich in einem liberalisierten Umfeld fur Anbieter auch die Moglichkeit, in auslandische Markte einzutreten - Telekommunikationsdienste werden so zu einer handelbaren Dienstleistung.
Die Arbeit greift die Umgestaltung der nationalen Telekommunikationsmarkte auf und untersucht, welche Moglichkeiten und Formen einer grenzuberschreitenden Erbringung von Telekommunikationsdiensten sich durch die Liberalisierung ergeben. Darauf aufbauend werden die spezifischen Handelshemmnisse in der Telekommunikation identifiziert. Im Rahmen des Dienstleistungsabkommens GATS hat sich auch die Welthandelsorganisation WTO mit dem globalen Markt fur Telekommunikationsdienste und den bestehenden Handelshemmnissen beschaftigt. Es erfolgt in dieser Arbeit daher ebenfalls eine Darstellung der Einbindung von Telekommunikationsdiensten in das GATS und eine Uberprufung, inwieweit dieses Abkommen in der Lage ist, Handelshemmnisse abzubauen. Die Untersuchung schliesst mit einer detaillierten Ubersicht und Beurteilung der Marktoffnungszugestandnisse aller am WTO-Telekommunikationsabkommen beteiligten Lander."

Anschliessend Wissenschaftlicher Mitarbeiter von Prof. Dr. Dieckheuer am Institut fur industriewirtschaftliche Forschung der Universitat Munster, 1999 Promotion."
