In dieser Arbeit wird die Frage nach der kriminellen Mentalität von Gesellschaften aufgeworfen sowie die Relevanz von soziokulturellen Rahmenbedingungen für die Vergesellschaftung von illegalen Handlungsoptionen diskutiert. Insbesondere wird der funktionale Charakter der Organisierten Kriminalität für die Gesellschaft, für die Instanzen der sozialen Kontrolle sowie für Politik und Wirtschaft erörtert. Darüber hinaus wird auf Zusammenhänge zwischen anomischen Prozessen und Fragen der inneren Sicherheit eingegangen, wobei ein Schwerpunkt der Arbeit eine Revision der Mertonschen Anomietheorie darstellt. Im Mittelpunkt der Arbeit steht die These, dass die Legitimierung illegaler Handlungen in der Basiskultur, in Subkulturen und gesellschaftlichen Milieus den Humus für die Entstehung von Organisierter Kriminalität darstellt. Vergegenwärtigt man sich Durkheims Worte, dass kriminelle Handlungen Ausdruck innovativen Verhaltens sind, bieten illegale Märkte den Innovatoren einen sozialen Raum, in dem sie sich ausleben können. So können illegale Märkte nicht nur als Vorhof zur Hölle, sondern auch als erste Stufe bei der Etablierung neuer Verhaltensmuster verstanden werden.
About the Author: Der Autor: Thomas Schweer, Studium der Soziologie, Politikwissenschaft, Sozialen Arbeit und Erziehung an der Universität Duisburg und der Universität Münster. Wissenschaftlicher Mitarbeiter am Institut für Soziologie der Universität Duisburg. Leiter der Forschungsgruppe «Abweichendes Verhalten und soziale Kontrolle» am Rhein-Ruhr-Institut für Sozialforschung und Politikberatung e.V. in Duisburg. Forschungsschwerpunkte: Soziologie abweichenden Verhaltens, Kriminologie, Suchtforschung, Empirische Polizeiforschung, Organisierte Kriminalität. Zahlreiche Vorträge und Publikationen zu kriminalsoziologischen und drogenpolitischen Themen. Seit 1994 Lehrbeauftragter für Soziologie des abweichenden Verhaltens an der Universität Duisburg.
