Durch die Expansion zahlreicher Unternehmen sind Flüge zu einem Massenverkehrsmittel geworden. Aufgrund der ständig wachsenden globalen Vernetzung und des steigenden Wohlstands breiter Bevölkerungskreise ist das Passieraufkommen im Luftverkehr, im Gegensatz zu den anderen Verkehrsträgern wie zum Beispiel Bus und Bahn, erheblich angestiegen. Aufgrund der o.g. Entwicklung ist weiterhin mit einem Wachstum von etwa durchschnittlich 5 % pro Jahr zu rechnen. Die Liberalisierung des europäischen Luftverkehrsmarktes hat seinen Anfang in den 80'er Jahren des letzten Jahrhunderts. Dies hat nicht nur zu einem verstärkten Wettbewerbsdruck innerhalb des Luftverkehrs geführt, vielmehr haben die Luftverkehrsgesellschaften aufgrund dessen ihre Monopolposition verloren. Somit haben die etablierten Fluggesellschaften wie z.B. Lufthansa oder Etihad Airways eine erhebliche Konkurrenz durch die Low-Cost-Carrier (LCC) sog. Billigfluggesellschaften (z. B. Ryan Air oder Air Berlin) erhalten. Der Markteintritt der Low-Cost-Carrier (LCC) hat zu einer Veränderung der etablierten Struktur des Luftverkehrsmarktes geführt. Die Billigfluggesellschaften operierten in dem Luftverkehrsmarkt mit günstigen Ticketpreisen. Also waren die Fluggesellschaften gezwungen ihre Geschäftsstrategien, -modelle und -produkte neu zu planen bzw. zu überdenken um attraktiv für den Kunden zu bleiben und damit weiterhin erfolgreich im Markt zu agieren. Daraufhin musste der bestehende ordnungspolitische Rahmen neu definiert und damit auf die neuen Gegebenheiten angepasst werden.
