Raumplanung, Note: noch sehr gut, Universität Potsdam (Institut für Geographie), Veranstaltung: Nationale Minderheiten in Deutschland und Deutsche Minderheiten im außereuropäischen Ausland, Sprache: Deutsch, Abstract: Die Sinti und Roma gehören zur so genannten Rom- Gruppe, die sich über eine gemeinsame Kultur, Sprache und Herkunft definiert. Roma, was auf deutsch so viel wie Mensch bedeutet, nennen sich etwa zehn Millionen Angehörige des Volkes weltweit, die uns unter den Namen "Zigeuner" besser bekannt sind. 1 Sie selbst lehnen diese Bezeichnung ab, da sie bis heute mit der Assoziation "ziehende Gauner" gleichgesetzt wird. Ihre Herkunft liegt im Punjab, dem Nordwesten des indischen Subkontinents. Nach Sindh (Ableitung Sinti), einer Punjab-Provinz, bezeichnen sich die Roma, deren Vorfahren bereits im Mittelalter nach Deutschland eingewanderten. Die heute in Deutschland lebenden Roma sind zu großen Teilen erst im vergangenen Jahrhundert emigriert. Die Sinti sind in Deutschland eine autochthone, also eine alteingesessene Minderheit. Sie werden nach dem Gesetz erst seit 1995 als nationale Minderheit in Deutschland anerkannt. Darüber hinaus bilden sie eine überstaatliche Gemeinschaft, die sich über ganz Europa erstreckt. Nur die wenigsten der in Deutschland lebenden Sinti und Roma sind deutsche Staatsbürger, die Mehrzahl gilt als "staatenlos". 1969 forderte der Europarat die Länder auf, jegliche Diskriminierung von Sinti und Roma zu unterbinden und sie in die soziale Gemeinschaft einzugliedern. Daraus erwuchs ihnen in Deutschland das Recht auf Sozialhilfe, die mit dem Beginn der Emanzipationsbewegung für die Sinti und Roma einherging. 3 Seit den siebziger Jahren des 20.
