Preußen galt in der Weimarer Republik als „Bollwerk“ der demokratischen Staatsordnung, als „Bastion“ gegen die radikalen Feinde der die Parteien und Bewegungen der extremen Linken und der außersten Rechten. Als „republikanische Schutztruppe“ standen die Beamten der preußischen Schutzpolizei unter der Fuhrung des langjahrigen preußischen Innenministers Carl Severing in erster Linie bereit, wenn es galt, die von den zunehmend funktionsunfahigen Parlamenten auf die Straßen verlagerten politischen Auseinandersetzungen in friedliche Bahnen zu lenken. Zum Ende der Republik befand sich die „Schupo“ zwischen den Fronten der einander blutig bekampfenden Lager – von den Regierungen im Reich und in Preußen immer haufiger als letztes Mittel zur Losung politischer Probleme benutzt. Wer waren die mit ihrem charakteristischen „Tschako“ aus dem Straßenbild der Weimarer Zeit nicht wegzudenkenden „Schupos“, was hatte sie bewogen, den Polizistenberuf zu wahlen? Wie wurden sie ausgebildet, wie sah ihr Dienst aus, welche beruflichen und sozialen Probleme hatten sie? Wo standen sie zwischen den politischen Stromungen ihrer Zeit? Welche Polizeipolitik realisierten die fuhrenden sozialdemokratischen Regierungspolitiker der „Weimarer Koalition“ in Preußen, die im Kaiserreich haufig von den monarchischen Polizeiorganen drangsaliert worden waren, wie setzten sie die Schupo in verschiedenen Krisensituationen ein? Welche „Macht“ gab die Schutzpolizei in den innenpolitischen Auseinandersetzungen der Weimarer Republik, vor allem in dem sich seit 1930 zuspitzenden Konflikt mit den mehr und mehr vor zuruckweichenden Reichsregierungen Brunings, Papens und Schleichers? Auf der Basis langjahriger und breit angelegter Forschungen gibt der Bochumer Historiker eine Darstellung dieser fur die Innenpolitik der Jahre 1919 bis 1933 zentralen Institution.
