Inhaltsangabe: Problemstellung: Über das digitale Fernsehen wird im Moment viel diskutiert. Für viele scheint die Einführung des digitalen Fernsehens die dritte Phase in der Entwicklung des europäischen Fernsehens einzuläuten. Nach dem Monopol der Staaten über das Fernsehen kam es in den 80er Jahren überall zum dualen Rundfunk, und nun wird langsam aber sicher in ganz Europa das digitale Fernsehen lanciert. Europäische Medienforscher sehen das digitale Fernsehen als das Fernsehen der Zukunft an: „On ne sait pas qui de la télévision ou de l´ordinateur, du câble, du satellite ou d´autres techniques de diffusion vont l´emporter. On ne connaît pas l´avenir audiovisuel, mais tout ce que l´on sait c´est que cet avenir sera numérique1" Das digitale Fernsehen in Europa entwickelt sich mit sehr unterschiedlicher Geschwindigkeit. Internationale und nationale Medienallianzen werden heute angekündigt und morgen wieder auf Eis gelegt, weil sie sehr oft auch gegen das Kartellrecht der EU verstoßen. Deshalb ist es sehr spannend zu sehen, wie sich das in den Kinderschuhen steckende digitale Fernsehen in Europa entwickelt. Schätzungen zufolge erreicht das digitale Fernsehen weltweit mit den fünf größten Märkten in den USA, Deutschland, Frankreich, England und Japan im Jahr 2005 ungefähr 100 Mio. Haushalte2. Eine Studie der EU zeigte, dass der europäische audiovisuelle Markt der wachstumsreichste und auch dynamischste weltweit3 ist. Die USA haben in ihrem Broadcasting Act von 1996 schon den Übergang in das digitale Zeitalter in Amerika eingeläutet. Wie in fast allen Medienbereichen spielen die USA eine Vorreiterrolle. Schon früh haben sie die Möglichkeiten dieser neuen Technologie erkannt und die rechtlichen Rahmenbedingungen geändert, um das digitale Fernsehen zu fördern. Sicherlich wird es auch in Europa früher oder später zu einem Übergang vom analogen zum digitalen Fernsehen kommen. Frankreich wird hierbei voraussichtlich eine sehr bedeutende Rolle spielen, da es die Franzosen
