Perhaps the most sweeping of changes in social welfare since the enactment of the Social Security Act, was realized in 1996 with the passage of the Personal Responsibility Work Opportunity and Reconciliation Act (PRWORA). PRWORA, signed into law by President Clinton amidst much national controversy, was designed to essentially transform social welfare in the United States through transferring the design, implementation and evaluation of the welfare system from the federal government to the states. Reflective of the massive nature of the change inherent in the passage of PRWORA, this book represents an attempt to describe the build-up and crescendo of the first wave of welfare reform. This first wave of welfare reform has resulted in an unparalleled reduction in the numbers of persons and families in receipt of cash assistance in the United States. While some advocates of the change in welfare policy and programming wish to highlight the national and state caseload reductions, critics continue to point the way towards the following questions:


1) What is the impact of welfare reform on the lives of those persons who have left TANF?
2) What are the rates of homelessness for adults, families, and children, the rates of child maltreatment, particularly neglect, and the rates of domestic violence incidents pre- and post-welfare reform?
3) What is the success, or lack thereof, of states and counties in assisting TANF applicants and/or recipients to overcome such perceived barriers as transportation, child care, and lack of job opportunity?
4) What is the function of a good economy in the success of caseload reduction? What happens when the economy falters?
5) Has the transition from TANF to labor market participation been meaningful for individuals/families? Or has welfare reform been successful in only driving persons/families off the rolls and into the category of the "working poor?"
6) What about lifetime limits? What responsibility do we as a country have for persons who are chronically unemployable?

This ground-breaking book highlights, first, how important the strong social welfare system is to the country and two, how spirited the debate of the 1990s has been in regards to the nuances of social welfare policies and programs.
