​In welchem Verhältnis steht die Nutzung Sozialer Arbeit zu der Fähigkeit ihrer Nutzer, ihnen (in der Regel) formal gegebene (politische) Bürgerrechte auch effektiv auszuüben? So lautet die zentrale, demokratietheoretisch motivierte Fragestellung von "Entbürgerlichung durch Adressierung?", einer Studie zur Analyse des Verhältnisses Sozialer Arbeit zu den sozialen Voraussetzungen politischen Handelns. In Auseinandersetzung sowohl mit aktuellen empirischen Studien und Debatten aus dem Umfeld Sozialer Arbeit, Politikwissenschaft und Jugendforschung als auch in Aufarbeitung der internationalen Debatten um Citizenship und deren Anreicherung um die herrschafts- bzw. klassentheoretische Position Pierre Bourdieus entfaltet der Autor in der vorliegenden Studie folgende zentrale These: Trotz ihrer unbestreitbaren Wichtigkeit reicht die formale Verleihung universeller Bürgerrechte nicht aus, um den Zugang zu politischem Handeln für alle Bürgerinnen und Bürger gleichermaßen sicherzustellen. Zum Erlangen politischer Handlungsfähigkeit bedarf es vielmehr zusätzlich eines spezifischen "Vermögens" im Sinne der Verfügung über materielle und symbolische Machtmittel. Die somit an der für bürgerlich-kapitalistische Klassengesellschaften konstitutiven Widerspruchs zwischen formalen Bürgerrechten und de facto besessener politischer Macht ansetzenden und auf soziale Schließung ausgerichteten Entbürgerlichungsprozesse bilden den Kernpunkt der vorliegenden Analyse und werden von ihrem Autor auf das wohlfahrtsstaatliche Feld der Sozialen Arbeit übertragen, wo er der Frage nach sowohl ver- wie auch entbürgerlichenden Effekten Sozialer Arbeit nachgeht, sowohl im Hinblick auf historische wie insbesondere aktuelle Entwicklungen, wie z.B. der Politik des aktivierenden Staats und der engagementpolitischen Anrufung der Bürgergesellschaft in der Post-Demokratie.

Dr. Thomas Wagner promovierte an der Bergischen Universität Wuppertal und ist derzeit wissenschaftlicher Assistent am Fachbereich für Sozial- und Gesundheitswesen an der Hochschule Ludwigshafen am Rhein sowie Regionalbeauftragter des Diakonischen Werks Pfalz für das Haus der Diakonie Ludwigshafen.
