About the Book

Auf Anregung des damaligen Völkerrechtslehrers an der Uni- versität Zürich, des Professors Max Huber (jetzt Vizepräsident, und ehemals Präsident, des Ständigen Internationalen Gerichts- hofes), verlegte sich der Unterzeichnete im Jahre 1910 auf das Studium der Geschichte der internationalen Organisationsideen. Die Bearbeitung wuchs 1914 zu einer Doktordissertation an der genannten schweizerischen Universität aus, die jedoch infolge des Weltkrieges erst 1916 gedruckt wurde. Diese Dissertation, welche den Zeitraum 1300-1700 behan- delt, war der Vordruck eines Teiles eines grösseren Werkes, das 1917 im Verlag von Martinus Nijhoff im Haag erschien und die Periode 1300-1800 umfasst oder, genauer gesagt, das Thema bis zu Kants "Entwurf zum ewigen Frieden" verfolgt, ohne aber die Französische Revolution zu berücksichtigen. Mit den nachfolgenden Seiten erscheint der zweite Band dessel- ben Werkes, der die mit der Französischen Revolution anfangen- den hundert Jahre behandeln wird. Weshalb wurde 1889 als Grenze gewählt? Nicht daher, dass in diesem Jahre die Flut der Friedensschriften nachgelassen hätte, sondern weil um jene Zeit die Bedeutung dieser Schriften geringer, jedenfalls eine andere wurde. Die Aufgabe ging dann gleichsam von den zerstreuten Privatarbeitern auf die Vereine über, und hier nahmen nicht Utopisten, sondern Realitätsmenschen die Leitung, wodurch aber das anzustrebende Ziel eingeschränkt wurde. Im Jahre 1889 wurden die jährlichen internationalen Frie- denskongresse - und diesmal ununterbrochen bis zum Weltkrie- ge - wieder aufgenommen. Im selben Jahre kam die Gründung der Interparlamentarischen Union zustande. Die erste Paname- x VORWORT rikanische Konferenz wurde in Washington abgehalten.
