Schulpolitik, Note: 1,0, Westfälische Wilhelms-Universität Münster (Insitut für Erziehungswissenschaften), Veranstaltung: Wandel der Schulstruktur, Sprache: Deutsch, Abstract: Seit der ersten PISA-Studie aus dem Jahr 1999 befindet sich die Bildungslandschaft in Deutschland im Umbruch. Die Lehrpläne postulierten eine konsequente Kompetenzausrichtung und stärkere Schülerorientierung mit dem Leitgedanken "etwas fürs Leben zu lernen". Dies bedeutet, dass Kinder und Jugendliche im Laufe ihres Schullebens verschiedene Fähig- und Fertigkeiten entwickeln sollen, die sie dann im späteren (Berufs-)Leben anwenden können. Diese Kompetenzorientierung hat zur Folge, dass Schule sich an erzielten Ergebnissen ihrer Schüler und Schülerinnen messen lassen muss. Es geht um die Erreichung von definierten Zielen und die Frage, wie Schule sich in Richtung auf dieses Ziel hin entwickeln kann. Dabei müssen erst einmal Erfolge oder Misserfolge sichtbar gemacht werden, um auf dieser Basis neue Maßnahmen für mehr Effizienz und Effektivität im Schulbereich zu entwickeln und implementieren. Weil die Lehrpläne in einer neuen Leitlinie seit 1999 eine stärkere OutputOrientierung fordern, gilt es, das Lernangebot der Schule nicht mehr nur an Lehrplänen, Erlassen und Stundendeputaten auszurichten, sondern vielmehr zu berücksichtigen, welche Wirkung der Unterricht auf die Leistung der Schüler und Schülerinnen hat und welche Konsequenzen daraus folgen. Hierzu kann Schule auf die Methoden der freien Wirtschaft zurückgreifen und sich der Methoden des Qualitätsmanagements und der Evaluation bedienen. Damit ist gemeint, dass Unterricht nach der Qualität der Leistungen, der Akzeptanz bei Schülerinnen und Schülern und nach dem Klassenklima beurteilt werden sollte.
