English summary: Volume 3 of Hans Kelsen Werke (HKW) contains Kelsen's published works of 1911 to 1917. This is the period of Kelsen's work from his 'Habilitation' up to the last years of the Habsburg empire. The 25 texts contained in this volume demonstrate the enormous breadth of Kelsen's scholarship.Apart from several book reviews and newspaper articles on issues of current interest, the volume contains articles connected to the main topics of the Main Problems in the Theory of Public Law (cf. HKW 2), further developing themes first laid down there. In these texts, Kelsen laid the groundwork for the shift from a static to a dynamic view of the legal order. Other texts concern his dispute with legal sociologists, Eugen Ehrlich foremost among them. Kelsen's involvement in workers' education is also reflected in the article 'Politische Weltanschauung und Erziehung'. German description: Band 3 der HKW enthalt Kelsens Publikationen aus den Jahren 1911 bis 1917, umfasst also die Phase nach dessen Habilitation bis in die letzten Jahre der Donaumonarchie. Die insgesamt 25 Beitrage zeigen ein vielschichtiges Bild des Autors: Neben mehreren Buchbesprechungen und kleineren, tagesaktuellen Arbeiten finden sich Studien, in denen Kelsen den in seiner Habilitationsschrift (HKW 2) grundgelegten ideologiekritisch-positivistischen Ansatz weiterentwickelt und entfaltet; zentrale Schriften des Ubergangs von einer statischen zu einer dynamischen Rechtsbetrachtung markieren Zur Lehre vom Gesetz im formellen und materiellen Sinn (1913), Zur Lehre vom offentlichen Rechtsgeschaft (1913), Reichsgesetz und Landesgesetz nach osterreichischer Verfassung (1914), Uber Staatsunrecht. Zugleich ein Beitrag zur Frage der Deliktsfahigkeit juristischer Personen und zur Lehre vom fehlerhaften Staatsakt (1914) sowie Die Rechtswissenschaft als Norm- oder als Kulturwissenschaft (1916). In mehreren Beitragen widmet er sich Wesen und Wert der Rechtssoziologie, was ihm eine literarische Kontroverse mit dem Hauptvertreter dieser Richtung, Eugen Ehrlich, einbringt. Kelsens Engagement fur die Arbeiterbildung dokumentiert sich in dem den Einflussen des Charakters und der Weltanschauung feinsinnig nachspurenden Aufsatz Politische Weltanschauung und Erziehung (1913). Die Kriegszeit, in der Kelsen zuletzt fur den k.u.k. Kriegsminister Rudolf Freiherr von Stoger-Steiner tatig ist, schlagt sich in einem Beitrag nieder, der unter anderem Kelsens politischen Realitatssinn zeigt: Zur Reform der verfassungsrechtlichen Grundlagen der Wehrmacht Osterreich-Ungarns (1917/1918).
