La creación y evolución del impuesto sobre la renta en el mundo occidental no fue algo sencillo por diversas razones, en principio, por la complejidad para llegar a un modelo de tributo aceptable por las fuerzas dominantes en los parlamentos o asambleas nacionales de los Estados que fueron objeto de estudio en esta obra.Para vencer la resistencia de los contribuyentes frente a la fiscalización, se adoptó el recaudo del impuesto de manera indirecta bajo la figura de la retención en la fuente (creada por Inglaterra bajo el nombre de stoppage at the source); mientras que la base gravable se estimaba a partir de diversas presunciones que permitían inferir los bienes y los ingresos de los sujetos pasivos.Es de anotar que las élites políticas y del gran capital tradicionalmente no asumían su papel como contribuyentes de impuestos directos, en parte, debido a que el costo del Estado era más reducido que en la actualidad, ya que tenía pocas funciones, entre ellas: seguridad exterior, orden público y administración de justicia (Estado absolutista). De otro lado, el desplazamiento de la carga fiscal hacía la tributación indirecta golpea con más fuerza a las capas medias y bajas de la población, lo que presionaba para procurar que quien tuviera mayor capacidad de pago asumiera una mayor carga para sostener al Estado (progresividad de los tributos).Paradójicamente, la inestabilidad política y las costosas guerras aceleraban la necesidad de establecer este impuesto en el sistema tributario de las potencias europeas y de Estados Unidos, pues, en épocas de crisis, no se podía depender de tributos indirectos, como los derechos arancelarios, cuyo recaudo disminuía precisamente al inicio de las contiendas bélicas cuyos efectos obligaban a asumir la seguridad social y las tareas de reconstrucción. Los estudiosos de habla hispana conocerán, en esta obra de Edwin Robert Anderson Seligman, el arduo proceso para establecer el Impuesto sobre la Renta en Inglaterra, Francia, Prusia (Alemania), Italia, Austria y, por supuesto, los Estados Unidos, en especial para llegar al consenso sobre los elementos del tributo (sujeto activo, sujetos pasivos, hecho generador, tarifa y causación), pero también en temas cruciales como el mínimo vital y el desarrollo de la progresividad.
