Si Lord Curzon reconoció que el Tratado de Versalles "no era un tratado de paz sino una ruptura de hostilidades", Ezra Pound se refirió a él desde Radio Roma con esta afirmación rotunda: "El verdadero crimen es acabar una guerra con el fin de hacer inevitable la próxima." Las pretensiones espectrales de lograr una paz sin vencedores ni vencidos, es decir, sobre la base del programa del presidente Wilson, no sólo se esfumaron dramáticamente en París, sino que se transformaron en unas condiciones humillantes que castigaban cruelmente al pueblo alemán. Lo asombroso, no obstante, es que se hubieran podido concebir esperanzas de una paz negociada después de haber asistido a la campaña antialemana fabricada en la prensa internacional y de haber constatado quiénes y de qué manera habían empujado a Estados Unidos a la guerra contra Alemania. Incluso Stalin declaró que el Tratado de Versalles fue "un dictado de odio y de latrocinio." En París se adoptó un sistema de funcionamiento estructurado en tres niveles. El primero de ellos era la conferencia pública, celebrada a la vista de todos, que se mostraba al enjambre de periodistas de todo el mundo que habían acudido para cubrir extensamente los actos y toda la parafernalia escenificada abiertamente. El segundo nivel eran las conferencias secretas de los presidentes aliados, los políticos cooptados, que se reunían privadamente y comparaban las notas y las instrucciones que les pasaban sus amos ocultos. El tercer nivel era el de las conferencias nocturnas de los líderes judíos y sus buenos masones, conocidas sólo por un grupo selecto de escogidos, en donde se discutían y tomaban las decisiones de la verdadera agenda.
