About the Book

Since the 1970's Liberia has been a country locked in a state of mass violence and turmoil, brought about by numerous factors and forces. This has led to the deaths of hundreds of thousands of people, many of them civilians, and the displacement of hundreds of thousands more.In this fascinating book on the history of that period in Liberia's tumultuous yet thinly recorded past, you will find first-hand interviews with eye witnesses, terrifying tales of the atrocities committed and accounts of the pain of an entire nation. Covering the key parts of various moments of national trauma, including two civil wars and of the peace-making efforts to end them, Impunity Under Attack gives the reader the definitive and detailed story of the events which have taken Liberia to its current position within West Africa and the wider world. The second part of the book examines the challenges facing the Liberia Truth and Reconciliation Commission (LTRC), set up in the wake of the upheaval to promote peace and security, and national reconciliation. Although these challenges may, at times, have seemed to be insurmountable, the commission has done an impressive job to improve not only the state of Liberia, but to act as an example to other countries which are facing similar tribulations. Impunity Under Attack is not just a book about the history of one country. It is a book filled with hope for the future of us all.
About the Author: Three authors: Aaron Sleh, Aaron Weah and Samuel Toe. Aaron Sleh was an expert witness in the treason trial of Liberian rights activist Aloysius Toe and participated actively in the student mass action of February 2003 which forced the release of detained student leader Siafa Kpoto. Both events occurred during the regime of former Liberian president Charles Taylor who has been linked to war crimes and crimes against humanity in Liberia, and was later found guilty and jailed by a UN-backed court for similar crimes in Sierra Leone. Aaron has worked for several years with the UN system in Liberia. He has a BSc in engineering and a Master's degree in economics. Samuel Toe is former Selection Panelist and former Hearings Officer of the Liberian Truth and Reconciliation Commission (TRC), where he played a key role in the setup and early operations of the commission. He is a graduate of the Kroc Institute, University of Notre Dame, IN, and has worked and studied in the fields of transitional justice, human rights and peacebuilding. Since the first publication of Impunity under Attack in 2008, Samuel moved on to support the United Nations' peacebuilding program in Liberia as Peacebuilding Focal Person in the Office of the Deputy Special Representative (2009-2012), and was subsequently appointed Assistant Foreign Minister at the Ministry of Foreign Affairs in 2012 by President Ellen Johnson-Sirleaf. He is currently a doctoral researcher at the University of East Anglia, United Kingdom. His research focuses on the impact of natural resource rents on political governance in Liberia. Aaron Weah is a Liberian civil society activist with over a decade of active engagement in post-conflict Liberia. In 2004, he actively participated in the formation of Transitional Justice Working Group (TJWG), the civil society coalition heralded with pioneering effort over establishment of the Liberia Truth and Reconciliation Commission (LTRC). He later worked for the New York-based International Center for Transitional Justice (ICTJ) that provided technical support to LTRC and CSOs. In post-TRC Liberia, he worked at the Governance Commission and served as a policy analyst. He co-drafted the National Road Map for National Healing, Peace Building and Reconciliation- a post TRC instrument and governance framework for reconciliation. He holds a master degree in international relations and presently serves as Country Representative for Search for Common Ground Liberia.
