About the Book

It has been widely recognized that with the advent of liberalization and globalization, India has made significant achievements in the field of agriculture, food security, rural poverty alleviation and social and economic safety net, during the last two decades. The existing policy regime, which is founded on achieving food grain self-sufficiency achieved through innovative support price to the agricultural produces and rationalizing farm subsidies (fertilizer, irrigation and power). Hence, the earlier absolute protection regime is no longer compatible with the changed environment of third phase of globalization as the earlier policy regime is no more sustainable without working on its total efficacy on long-term basis therefore, there is an acute need of developing a new, sustainable and acceptable strategy for the rural India with human face.
The book has mostly dealt with two key policy areas. The first is to reorient government expenditures away from subsidies toward more productivity enhancing public investments, including rural infrastructure (irrigation, rural markets, roads, electrification, and drinking water) and services (agriculture research and extension environmental conservation, land administration, education and health in rural areas). The second policy change emphasized here, is to eliminate for good, the artificial restrictions on domestic trade (storage, transport, credit controls). These changes will improve the investment climate for farmers and other socio-economics actors in rural sector that would go a long way in empowering the rural India.
About Author :
Dr. Rajesh Chatterjee is a Rural Development Professional earned P.G. & Ph.D. in Rural Development from Department of Rural Development, Visva-Bharati University. He acquired 11 years experience in Academic & Action Research and worked at several organizations and at Department of Rural Development-Visva-Bharati as Project Manager & Project Fellow respectively. Presently he is engaged as Lecturer, Department of Rural Management and Development, Tripura University, Tripura. He handled the projects of Save the Children-UK, NABARD, and also worked as consultant of various organizations. He is expert in Project Management, Documentation, Research, Policy making Planning, Evaluation, PBA & PLA. He attended several National & International Seminars & Workshops and published several articles in renowned National Journals.
Dr. M.M. Semwal is presently Reader in Department of Political Science. H.N.B. Garhwal University, Srinagar Garhwal. Dr. Semwal has published 35 research papers in various National & International Journals and edited books. Dr. Semwal has also authored one reference book and has also edited Uttarakhand Special Issue of 'Samaj Vigyan Shodh Patrika' a half yearly research journal devoted to social Sciences.
He is working in collaboration with IIT Roorkee on a research project entitled "Citizen Information and service centres in Border Districts". Dr. Semwal is Deputy Co-coordinator of the DRS Program under the special assistance programme (SAP) of UGC which is running in Department of Political Science, HNB Garhwal University Srinagar Garhwal. Dr. M.M. Semwal has been awarded as "Kalam Ke Sipahi", a prestigious journalist award in the field of journalism and "Aradhakshree", a reputed award in the field of social work.
Dr. Kashi Nath Jena, M.A., Ph.D., (b. 1957), studied at B.J.B. College, Bhubaneshwar, passed M.A. in Political Science and Economics from BHU, and got his doctoral degree on intellectual Property Rights and Indian Foreign Relations from BHU, Varanasi. As a Teacher Fellow, he has worked in the Dept. of Political Science, BHU. As a Principal Investigator for Institute of Integrated Himalayan Studies, Shimla, he has worked in the North-Eastern State. He has also completed an innovative research work on Intellectual Property Rights (IPRS), as an Associate of Inter University Centre (IUC) at Indian Institute of Advances Studies, Shimla. He is the founder chairman of the Center for Indigenous Knowledge and Intellectual Properties of North-Eastern Societies (CIKIPNES). He also served as a Selection Grade Lecturer in the Dept. of Political Science, R.M. College (Assam University), Silchar, Assam. Presently he is serving as Head, Department of Political Science, Tripura University, (Central University), Tripura.
