1. Das Problem Das Verhältnis von Individuum und Gesellschaft hat sich in den nationalen Kontexten schon immer besonderer, je spezifischer Beachtung erfreut. Die we- steuropäischen Gesellschaften haben sich nach dem 2. Weltkrieg in unter- schiedlicher politischer Ausprägung zu werte- und interessenpluralen demo- kratischen Gemeinwesen weiterentwickelt. Zunächst im schulischen, in zu- nehmendem Maße aber auch im außerschulischen Bildungsbereich sind Konzeptionen sozialer und politischer Erziehung oder Bildung entstanden, die den "mündigen Staatsbürger" zum Ziel erklärten, der, von einem selbständig definierten und reflektierten Standpunkt ausgehend, in demokratischer Tole- ranz zu anderen, entgegenstehenden Positionen, seine Rechte vertreten und seine Pflichten erfüllen kann. In den letzten Jahrzehnten ist die Palette der gesellschaftlichen Probleme um ein weiteres bereichert worden: Die Entwicklung zur wachsenden ökonomi- schen und politischen Internationalität und die massenhaften Wanderungsbe- wegungen lassen die Fragen politischer, sozialer und personaler Handlungs- spielräume in einem neuen Licht erscheinen: Es ist seit langem ins Bewußtsein gekommen, daß die internationalen Struk- turen der Zusammenarbeit eines Unterbaus der Akzeptanz und lebendigen Ausfüllung durch die betroffenen Massen bedürfen. Die "Maastricht-Diskus- sion" ist nur der jüngste Aufweis dieser Problematisierung, die schon vorher die Erkenntnisse hervorbrachte, daß die Entwicklungskonzepte "für" die Dritte Welt ohne eine bislang vernachlässigte sozio-kulturelle Dimension der Bürgerbeteiligung relativ wirkungslos bleiben oder daß nach einem bislang vorwiegend ökonomischen Entwicklungsweg der Europäischen Gemeinschaft die "Gemeinschaft der Bürger" unerläßliche Basis für weitere politische Ent- wicklungen sein müsse. Diesen Erkenntnissen ist in unterschiedlicher Weise Rechnung getragen worden und sind wichtige Programme des internationalen Austausches, besonders in Europa, gewidmet.
