Inhaltsangabe: Einleitung: „Das Alte stürzt, es ändert sich die Zeit, und neues Leben blüht aus den Ruinen." Mit diesem Zitat aus dem klassischen Drama „Wilhelm Tell" startete der Präsident des Bundesaufsichtsamtes für Kreditwesen (BaKred), Jochen Sanio, am 17. Januar 2001 seine Rede anlässlich einer Veranstaltung der Landeszentralbank Hessen in Frankfurt. Den Laien mag es verwundern, warum Sanio mit solch geflügelten Worten ein auf den ersten Blick trockenes Thema einleitete, standen in der Rede doch die neuen Eigenkapitalrichtlinien des Basler Ausschusses für Bankenaufsicht im Mittelpunkt, die am 16. Januar 2001 veröffentlicht wurden. Doch für die Finanzwelt bedeutet dieses neue Konsultationspapier - kurz auch einfach Basel II oder Basler Akkord genannt - ein Meilenstein in der Weiterentwicklung und Stabilisierung der internationalen Finanzmärkte. Seit 1988, als der Basler Ausschuss für Bankenaufsicht seine ersten Eigenkapitalvorschriften präsentiert hatte, folgte eine rasante Entwicklung der Bankenbranche. Begriffe wie Internationalisierung, Deregulierung und Disintermeditation prägen diesen Strukturwandel der Kreditinstitute. Im Kern geht es dabei um den Trend zur Entstehung eines einzigen, weltumspannenden Finanzmarktes durch die Integration der einzelnen nationalen Märkte. Ebenso werden Grenzen zwischen bisher stark abgetrennten Marktsegmenten in der Finanzbranche abgebaut. Ein sich verschärfender Wettbewerb zwischen den Banken als auch eine enorme Vermehrung von innovativen Finanzprodukten hat das Risikopotential der Institute an Volumen und Komplexität erhöht. Die zunehmenden Fortschritte in der Informationstechnologie haben hierbei auch einen großen Einfluss auf diese Entwicklung. Vom Wandel betroffen ist auch die Bankenaufsicht, denn bis in die 70er Jahre war die Aufsicht noch eine rein nationale Angelegenheit.
