Vétéran de la Grande Guerre, commerçant initiateur de la foire-exposition caennaise en 1933, l'énergique et ambitieux Julien Lenoir espère devenir un notable de premier plan dans la capitale bas-normande. Adjoint au maire en 1935, un temps adhérent du PSF du colonel de la Roque, attiré assez tôt par les régimes nationalistes, il se montre favorable au IIIe Reich dès le début de l'Occupation. Parlant allemand, enthousiasmé par un voyage à Leipzig en septembre 1941, il crée peu après une section du groupe Collaboration. Antigaulliste et anticommuniste, glissant franchement vers le collaborationnisme, il fonde un groupe d'auxiliaires français à disposition de la Gestapo de Caen, qui devient la sinistre « bande à Hervé ». Dans la tourmente des bombardements, il quitte Caen en flammes le 9 juin 1944 pour rejoindre l'Allemagne, emporté par le naufrage de la cause qu'il avait choisie. En avril 1945, il franchit la frontière suisse avant de se livrer en France, incarcéré dans sa ville natale à la fin juin 1945. L'épuration ne l'épargne pas: inculpé un mois plus tard d'atteinte à la sûreté extérieure de l'Etat, Julien Lenoir se tranche la gorge le 15 août 1945, la veille du verdict.

Historian Yves Lecouturier presents a new page of collaboration in Normandy from 1940 to 1944: the portrait of one of the most outstanding personalities of collaborationism in Caen, a city hard hit by the Battle of Normandy.

Veteran of the Great War, merchant who initiated the Caen fair and exhibition in 1933, the energetic and ambitious Julien Lenoir hopes to become a leading notable in the Lower Normandy capital. Deputy mayor in 1935, a member of the PSF of Colonel de la Roque, attracted quite early by the nationalist regimes, he showed himself favorable to the Third Reich from the start of the Occupation. Speaking German, enthusiastic about a trip to Leipzig in September 1941, he soon after created a section of the Collaboration group. Anti-Gaullist and anti-Communist, sliding frankly towards collaborationism, he founded a group of French auxiliaries at the disposal of the Gestapo in Caen, which became the sinister "Hervé gang". In the turmoil of the bombings, he left Caen in flames on June 9, 1944 to join Germany, swept away by the sinking of the cause he had chosen. In April 1945, he crossed the Swiss border before surrendering himself in France, imprisoned in his native town at the end of June 1945. The purge did not spare him: charged a month later with attacking the external security of the State, Julien Lenoir cut his throat on August 15, 1945, the day before the verdict.
