Le moment n'est peut-être pas aussi mal choisi qu'on pourrait le croire pour entreprendre l'histoire de l'éloquence politique à Athènes, pour rechercher comment elle s'est formée chez le peuple qui l'a portée au plus haut degré de puissance et de perfection. En France, un régime vient de tomber, qui n'avait rien épargné pour décourager la discussion, limiter le champ de la parole et assourdir en quelque sorte le son de la voix humaine. Alors même, devant un auditoire hostile et un pays longtemps indifférent, quelques orateurs dont l'éducation s'était faite en des temps plus heureux, dans de libres assemblées, avaient réussi à interrompre, si je puis ainsi dire, la prescription en faveur de l'éloquence. Aujourd'hui que la France est, nous voulons l'espérer, guérie de l'envie de demander au despotisme un de ces sommeils que suivent de si terribles réveils, elle n'aura plus sans doute la tentation d'échapper par le silence au bruit et aux viriles émotions de la tribune. Sous un nom ou sous un autre, à travers toutes les difficultés et tous les périls, elle ne saurait plus avoir d'autre régime qu'un gouvernement de large publicité et d'incessant contrôle, de discussion et de liberté. N'y a-t-il point quelque intérêt à étudier dès aujourd'hui l'histoire et les exemples d'une cité qui a fait à la parole, dans le gouvernement de ses affaires, une bien plus large place qu'aucun autre peuple ancien ou moderne, et surtout que cette Rome dont l'imitation, nous a coûté si cher? N'y aura-t-il point profit à montrer par quels degrés et par quelles voies les Athéniens sont parvenus à cette souveraine éloquence qui se résume aujourd'hui pour nous dans le nom de Démosthène? Les chefs de l'opposition, dans ces dernières années, parlaient à des sourds ou tout au moins à des gens d'oreille dure, ils étaient forcés par là de grossir la voix et d'enfler un peu le ton; mais quand la France entière sera suspendue aux lèvres de ses orateurs, peut-être l'étude et les exemples des Attiques donneront-ils aux maîtres de l'éloquence française cette qualité, la plus rare de toutes, que Cicéron lui-même n'a possédée que par instants, la simplicité.
