" On a dit souvent et l'on répète tous les jours que les Français ne savent pas coloniser. Dans notre nation, composée de tant d'éléments divers, on affecte de voir un peuple léger, mobile, à la façon de celui d'Athènes, prompt à s'enflammer pour une entreprise hasardeuse, héroïque le plus souvent, mais trop vite rebuté par les obstacles qui s'opposent à la rapide exécution de ses projets. Ce jugement nous parait injuste; il permet de supposer chez ceux qui l'expriment une connaissance imparfaite de l'histoire. En admettant qu'il y ait dans le caractère de la nation française, prise en masse, un fonds de mobilité, peut-on reprocher ce défaut aux Normands, aux Bretons, aux Basques, qui formèrent, avec les habitants des côtes de la Guyenne et de la Saintonge, le noyau de nos colonies ? Si la France n'avait eu ni le génie des entreprises commerciales, ni l'esprit de colonisation, on ne l'aurait pas vue, la première, explorer les solitudes de l'Amérique du Nord, occuper les Antilles, former des comptoirs en Asie et en Afrique, bâtir des forts sur tous les points du globe. N'avait-elle pas eu le premier rôle dans les croisades, qui furent les grandes expéditions du moyen âge ? Certes, l'énergie, la persévérance, l'opiniâtreté même, ne manquèrent pas aux pionniers qui, au milieu de tant de vicissitudes, campèrent sur les bords du Saint-Laurent, des grands lacs, de l'Ohio, du Missouri, du Mississipi, et dans les territoires de l'ouest, où on les retrouve encore. Ils ne se laissèrent pas abattre par les difficultés incessantes qu'ils rencontrèrent, ces Normands, ces Bretons, hommes de fer et capables de supporter tous les climats, eux qui chassaient, commerçaient, défrichaient le désert depuis la baie des Chaleurs jusqu'au Mexique, préparant ainsi à leur pays tout un continent auquel on put un jour donner le nom de Nouvelle-France..."
