Pour obéir à l'église catholique qui lui enjoignait de fermer la bouche à l'erreur, Louis XIV a eu recours aux moyens les plus odieux de la corruption et de la violence; malgré les confiscations, les emprisonnements, les transportations, les expulsions, les condamnations aux galères, au gibet, à la roue et au bûcher, il n'est arrivé, au prix de la ruine et du dépeuplement de son royaume, qu'à obtenir l'apparence menteuse d'une conversion générale des huguenots. Ses successeurs, en acceptant le funeste legs de ses édits contre les huguenots, se virent amenés à soumettre les prétendus convertis à un véritable régime de l'inquisition, à multiplier les enlèvements d'enfants et à peupler les galères et les prisons, d'hommes et de femmes qui n'avaient commis d'autre crime que de s'assembler pour prier Dieu en mauvais français, ainsi que le dit Voltaire, et plus d'une fois la recrudescence des persécutions renouvela le désastre de l'émigration. Sous Louis XVI, les idées de tolérance avaient fait de tels progrès que le Gouvernement se trouvait impuissant à faire observer les iniques dispositions des édits qu'il n'avait pas osé abroger. Mais le mensonge légal qu'il n'y avait plus de protestants en France, constituait pour les huguenots, dit Rulhières, une persécution tacite ne paraissant pas et que n'eût pas inventée Tibère lui-même.
