Inhaltsangabe: Einleitung: Die Elektrizitätswirtschaft umfasst alle Wirtschaftsunternehmen, die Energieanlagen, d. h. Erzeugungsanlagen und Stromnetze, betreiben und dadurch an der Versorgung der Volkswirtschaft mit Elektrizität mitwirken. Die Elektrizitätswirtschaft setzt sich aus der Eigenerzeugung und der öffentlichen Elektrizitätswirtschaft zusammen. Unter Eigenerzeugung wird die Stromerzeugung der Industrieunternehmen (industrielle Kraftwirtschaft) und der Deutschen Bahn AG für den eigenen Bedarf verstanden. Die öffentliche Elektrizitätswirtschaft umfasst hingegen alle Unternehmen, „die andere mit elektrischer Energie ... versorgen.". Der Begriff „öffentlich" trifft weder eine Aussage über die Eigentumsverhältnisse, noch darf er als Indiz für öffentlich-rechtliche oder hoheitliche Tätigkeit missverstanden werden. Zur öffentlichen Elektrizitätswirtschaft zählen neben den Unternehmen der Eigenerzeugung, die überschüssige Elektrizität in das öffentliche Stromnetz einspeisen, primär die Elektrizitätsversorgungsunternehmen (EVU), welche im Rahmen der vorliegenden Arbeit den Schwerpunkt bilden. Im folgenden wird der Begriff Elektrizitätswirtschaft im Sinne der öffentlichen Elektrizitätswirtschaft gebraucht. Die technischen Erfindungen der zweiten Hälfte des 19. Jahrhunderts bilden die Grundlage für die Entstehung der Elektrizitätswirtschaft. Von Siemens entwickelt 1866 den Dynamo, der es ermöglicht, mechanische Energie in Elektrizität umzuwandeln. Der mit diesem Verfahren hergestellte Gleichstrom wird in der Anfangszeit hauptsächlich für Telegraphenübertragungen verwendet. Erst mit der Erfindung der Glühfadenbirne durch Edison im Jahr 1880 wird im Bereich der Beleuchtung ein großer Absatzmarkt für Strom geschaffen. Die ersten Erzeugungsanlagen werden bereits 1878 gebaut; mit diesen sog.
