Inhaltsangabe: Einleitung: Deutsche Unternehmungen geben enorme Summen für die Weiterbildung ihrer Mitarbeiter aus. Laut einer Erhebung des Instituts der deutschen Wirtschaft betrug die Höhe der Weiterbildungskosten der Betriebe in der privaten gewerblichen Wirtschaft 1992 insgesamt 36,5 Mrd. DM. Es stellt sich die Frage, wo die Ursachen für ein derartiges Kostenvolumen zu suchen sind. Aufgrund unterschiedlicher Herausforderungen an die Leistungsfähigkeit der Wirtschaft werden immer größere Anforderungen an die Unternehmen und an die Qualifikation ihrer Mitarbeiter gestellt. Um diesen Ansprüchen gerecht zu werden, gewinnt die Entwicklung der Mitarbeiter eine immer größere Bedeutung. Die Unternehmen müssen sich ständig an geänderte Rahmenbedingungen ihrer wirtschaftlichen Aktivitäten orientieren. Neben einer Änderung der Absatz- und Beschaffungsmärkte und einer rasanten technologischen Entwicklung verändern sich auch die Strukturen der Unternehmungen. Dies erfordert eine Versorgung mit qualifizierten Fach- und Führungskräften. Zusätzlich dazu kommt eine Verknappung des Arbeitsmarktes durch die demographische Veränderung der Altersstruktur und die zunehmende Schnellebigkeit in der Technologie. Dadurch sind die Unternehmen gezwungen, ihre Mitarbeiter derart zu qualifizieren, daß diese ihre Aufgaben erfüllen können. Daneben sind jedoch auch funktionsneutrale und -übergreifende Qualifikationen zu vermitteln. Hierzu zählen Veränderungsbereitschaft, Lernfähigkeit bzw. die Schlüsselqualifikationen allgemein. Dieses stellt die Bedarfsgrundlage für die Aktivitäten in der Weiterbildung dar. Aufgrund dieser Anforderungen an die Personalentwicklung entsteht ein Rechtfertigungsdruck. An die Verantwortlichen der Personalentwicklung wird der Anspruch erhoben, daß sie den Erfolg der Entwicklungsmaßnahmen nachweisen. Es wird der Beweis für eine konkrete Auswirkung der Maßnahmen auf das Ergebnis verlangt. Das Instrument, welches dabei helfen kann, ist ein Controlling der Personalen
