About the Book

1.Um "espectro de desolação e de dissolução paira sobre Moçambique. Depois da horrível guerra de dezasseis anos, das abomináveis dividas ocultas, eis que somos assolados pela tragédia do ciclones IDAI e Keneth. Todavia, a principal fonte dos nossos dissabores é humano; ético, político e social.2.Depois de uma Primeira via (República) marcada pela busca da justiça social mas com pouca liberdade, hoje trilhamos uma Segunda, contra destinta por uma maior liberdade mas sem justiça (social). Diante deste paradoxo, ocorre que busquemos uma Terceira Via que reconcilie a busca da justiça da Primeira e a liberdade da Segunda.3.Uma Terceira Via precisa de ser pensada a partir dos alicerces da nossa historicidade, na organização e estruturação do Estado e nos seus substratos axiológicos.4.Moçambique existe enquanto unidade territorial a partir da negatividade colonial, onde aos moçambicanos era negado o exercício da cidadania. Por isso, o trauma colonial não é pertinente para uma reflexão sobre a Terceira Via.5.Com a Independência, criou-se a primeira oportunidade histórica para estabelecermos um pacto de "viver-juntos, como cidadãos moçambicanos, por cima de pertenças particulares, de natureza étnica, racial, religiosa ou cultural.6.A via socialista, da República Popular de Moçambique, apesar de pecar por deficit de liberdades políticas e económicas, era norteada por valores de unidade, trabalho, mas sobretudo por uma preocupação de igualdade e justiça sociais. 7.A segunda via, consubstanciada pela Constituição de 1990, enveredou pelo caminho do liberalismo, o que abriu espaço a uma participação mais activa de diferentes actores políticos e económicos na vida social. Todavia, este incremento de liberdades se faz em detrimento da justiça (política, económico e social).8.A terceira via deverá ser um esforço de construir uma socialização política e institucional, que equacione a busca da justiça da primeira e as liberdades da segunda. Nem busca da justiça sem liberdades, nem liberdades contra a justiça.
