Längst weiß man auch, dass gerade die ottonischen [...] Könige ein Marktrecht durchsetzten, das sowohl die Einrichtung neuer Märkte, als auch bestehende von ihrer Zustimmung abhängig machte." Zu Recht werden die "Städte" in diesem Zitat als mittelalterlich bezeichnet, um sie als Frühform zu definieren und somit der Gefahr entgegen zu wirken, sie mit der modernen Stadt gleichzusetzen. Vielmehr handelte es sich bei den mittelalterlichen Städten um Siedlungen, die mit "Städten im 'Rechtssinne', wie das 19. Jahrhundert sie formuliert hat" noch wenig gemein hatten. Die Erteilung von Marktprivilegien im Mittelalter, die laut Irsigler 833 mit einem Münzprivileg für das Kloster Corvey erstmals belegt ist, bildete für diese Entwicklung von der (Markt-) Siedlung zur Stadt eine wichtige Voraussetzung. Es soll hierbei jedoch nicht der Anschein einer monokausalen Entwicklungskette vermittelt werden. Selbst wenn Märkte in ihrer mittelalterlichen Erscheinungsform mit gegenwärtigen vergleichbar sind und die auf ihnen basierenden Ansiedlungen (teilweise) zu Vorläufer der modernen Stadt wurden, sind sie keineswegs die einzigen Wurzeln der Stadtentstehung. Ebensowenig bildete sich eine Siedlung oder ein Dorf, das Marktprivilegien erhielt, zwingend zur (Groß-) Stadt aus. Ein recht markantes Beispiel dafür bildet Eichstätt, dessen Bischof Erchanbold von Ludwig das Kind 908 neben Marktprivilegien zugleich das Befestigungsrecht erhielt. Zugleich bildete Eichstätt einen wichtigen Knotenpunkt zwischen dem Main-Neckar und dem Salzburger Raum. Setzt man diese "Startbedingungen" zur städtischen Entwicklung Eichstätts in Bezieh
