Diplomarbeit aus dem Jahr 2002 im Fachbereich Führung und Personal - Mitarbeitermotivation, Note: 1,2, Duale Hochschule Baden-Württemberg Mannheim, früher: Berufsakademie Mannheim, Sprache: Deutsch, Abstract: Vor fast genau zehn Jahren, kamen in Zeiten knapper finanzieller und personeller Ressourcen, Impulse zur Implementierung eines grundlegenden Reformkonzeptes für die öffentliche Verwaltung auf. Diese wurden Neues Steuerungsmodell (NSM) oder auch New Public Management (NPM) genannt. Die Initialzündung ging gemäß Hilbertz von dem Bericht "Dezentrale Ressourcenverantwortung: Überlegungen zu einem neuen Steuerungsmodell" aus, der 1991 von der Kommunalen Gemeinschaftsstelle zur Verwaltungsvereinfachung (KGSt) veröffentlicht wurde. Seinerzeit wurden sechs Kernelemente eines NSM-Bauplanes erarbeitet. Eines davon sieht die Führung durch Leistungsabsprache statt durch Einzeleingriff vor. Vielfach ist in der aktuellen Fachliteratur zu lesen, Motivation sei im wesentlichen eine Frage der richtigen Führung. Es besteht demnach eine elementare Dependenz zwischen Führungsverhalten und Mitarbeitermotivation. Ziel der vorliegenden Arbeit ist es, mit Hilfe einer empirische Studie, den Ist-Zustand der Arbeitszufriedenheit und Leistungsmotivation im öffentlichen Sektor exemplarisch zu ermitteln und auszuwerten. Selbstverständlich lassen diese Ergebnisse keine repräsentativen Rückschlüsse auf die allgemeine Stimmung in den Verwaltungen der Bundesrepublik zu. Die Mitarbeiterbefragung zum Thema Motivation wurde im mit freundlicher Unterstützung der Betriebsleitung durchgeführt. Diese Wahl gewährleistet einen relativ breiten Einblick, da in diesem Eigenbetrieb, mit Beamten, Arbeitern und Angestellten, alle Arbeitnehmergruppen vertreten sind. Neben der Mitarbeiterbefragung als Hilfsmittel zur Stimmungserfassung, werden die wesentlichen Motivationstheorien abgehandelt.
