Chr., Sprache: Deutsch, Abstract: Zur Zeit der Mittleren Römischen Republik wurden die Magistrate zunehmend mit Sondervollmachten ausgestattet, die ihren Machtbereich stark erweiterten. Um diesen Prozess besser zu verstehen und besser bewerten zu können, folgt zunächst eine Einordnung in den historischen Kontext. In der Zeit des Hannibalkrieges sind die Grundprinzipien der Ämtervergabe, die für die Ausgewogenheit der Macht innerhalb der Nobilität sorgten, wie die Beschränkung der Amtsdauer durch das Annuitätsprinzip, das Prinzip der Kollegialität und die Kontinuation eines Amtes, nicht mehr befolgt worden. Dies lag daran, dass im Zuge des Krieges gewisse Sondervollmachten nötig waren, denn die militärische Notwendigkeit machte es erforderlich, dass an verschiedensten Orten innerhalb Italiens kompetente und kenntnisreiche Feldherren benötigt wurden. Ein durch das Annuitätsprinzip bedingter jährlicher Wechsel des Kommandos hätte die Effizienz der Heerführung stark beeinträchtigt, sodass der Senat z.B. das Prinzip der Annuität oder der Iteration eines Amtes außer Kraft setzte. Die vorhandene militärische Situation ermöglichte es einigen Feldherren großen Ruhm zu erreichen und den jungen "nobiles" einen ungewöhnlich schnellen Aufstieg zu den außerordentlichen Ämtern. Hierbei veränderte sich die Stellung des aristokratischen Senats, der immer die fähigsten Heerführer mit den höchsten Kommandos versah. Zur Unzufriedenheit derjenigen, die mit keinem Kommando beauftragt wurden und keine Chance auf eine Karriere bekamen, einigte man sich darauf, die Ämter wieder einer Regulation zu unterziehen, sobald die militärische Krise vorüber sei.
