In dieser Hausarbeit wird genau dieser Frage im Zusammenhang mit einem moralischen Recht nachgegangen. Berufen wird sich in dieser Diskussion auf Gillian Brock und Michael Blake, die sich mit der Fragestellung auseinandersetzen. Brock geht auf die Frage ein, welche Verantwortung Emigranten bei der Ausreise aus einem Staat tragen. Dabei ist der Hauptaspekt das Brain-Drain-Argument. Blake diskutiert die moralischen Komponenten, die mit dem Recht auf Ausreise zusammenhängen bzw. in einfachen Worten, die moralische Rechtfertigung von Ausreiserechten. Wenn sich mit Blake beschäftigt wird, wird auf seine drei Argumente eingegangen, die seine These, dass Menschen ein moralisches Recht auf Ausreise haben, untermauern. Dies ist zum einen das Praxis-Argument, das Interessen-Argument und das Argument der Getrenntheit von Personen. Im weiteren Verlauf wird die Position Brocks dargelegt. Sie stellt ihre Argumentation dar, dass Emigranten eine Verantwortung für ihre Heimatländer tragen. Wenn sie die Vorteile ihres Landes genossen haben, ob mit oder ohne staatliche finanzielle Hilfen, so dürfen diese Menschen nicht ohne Kompensation dem Land den Rücken kehren. Die Kompensation könnte die Verpflichtung zur Arbeit für einen gewissen Zeitraum in ihrem Ausbildungsland mit sich bringen oder eine Gebühr, die sie bezahlen müssen, wenn sie direkt nach der Ausbildung ausreisen möchten, um nur zwei Beispiele zu nennen. Anschließend wird Raum für eine eigene Stellungnahme eingeräumt. Darin soll dargelegt werden, welcher Position im größeren Rahmen zugesprochen werden kann, welche Argumentationspunkte kritisch zu betrachten sind und welchen Punkten gänzlich zu widersprechen ist.
