Dabei sollen historische Hintergrundinformationen dem Leser erleichtern, die Ziele der Verordnung besser zu verstehen und damit die Auswirkungen auf die einzelnen Bereiche des Kapitalmarktes nachvollziehbar zu machen. Aus diesem Grund werden am Beginn die Inhalte von Basel I angesprochen, da sie das Grundgerüst für Basel II bilden und damit existenziell wichtig sind. Im dritten Teil werden die drei Säulen (Elemente) von Basel II erklärt und die Neuerungen im Vergleich zu Basel I herausgestellt. Für den Mittelstand ist zwar die erste Säule (Mindestkapitalanforderungen) von besonderer Signifikanz, aber um das Ganze zu komplettieren, werden auch die zwei weiteren Elemente dem Leser kurz erläutert. Den vierten, und damit den Hauptteil bildet das "Rating". Es werden beide Ansätze für dieses Verfahren (Standardansatz; IRB-Ansatz) dem Leser vorgestellt. Dazu wird auf den Ablauf und die relevanten Informationen näher eingegangen, um den Ratingprozess für den Leser anschaulich zu gestalten und somit besser verständlich zu machen. Am Ende wird die Ratingmethode kritisch bewertet. Dabei werden Vor- und Nachteile beschrieben und die Meinung des Verfassers dargestellt. Im fünften Teil wird durch ein Fazit die Auswirkung auf den Mittelstand begutachtet. Es wird erläutert, wie sich die aktuelle Situation des Mittelstandes in Sachen Kreditvergabe durch vorherige Bonitätsprüfung darstellt und welche Finanzierungsalternativen zukünftig an Bedeutsamkeit gewinnen.
