Inhaltsangabe: Einleitung: Seit dem 16. Januar 2001 beherrscht ein Begriff die Finanzseiten der Tagespresse, von dem behauptet wird, dass er die Zukunft der Kreditvergabe prägen wird, wie kein anderer vor ihm. Es ist von „Basel II" die Rede. So werden die neuen Eigenkapitalrichtlinien kurz genannt. Sie sollen, wenn es zu keinen weiteren Verzögerungen kommt, ab Ende 2006 in Kraft treten. Die Diskussion über eine evtl. Verschärfung der Kreditvergabe in Deutschland wird in Anbetracht der momentanen wirtschaftlichen Lage zu einem denkbar ungünstigen Zeitpunkt geführt. Besonders wichtig für Unternehmen ist die Finanzierung ihrer Aktivitäten. Sollte diese nicht sichergestellt sein, kann das fatale Folgen für die Unternehmen haben. Fehlen Kredite um bereits angefangene Investitionen weiterzuführen, oder entziehen Banken plötzlich dem Kreditnehmer das Vertrauen, bleibt als letzter Ausweg oftmals nur der Gang zum Insolvenzverwalter. Doch nicht nur die kreditnehmenden Unternehmen sind die Leidtragenden. Wie jüngst die „Gontard & Metallbank" zeigte, können auch angestammte Kreditinstitute in eine Schieflage geraten2. Das beachtliche Engagement der Bank in den „Neuen Markt" wurde ihr nun zum Verhängnis, da eine Großzahl ihrer Kunden nicht mehr in der Lage war die Kredite zu bedienen. Genau an dieser Stelle setzt „Basel II" an. Grundsätzlich soll verhindert werden, dass Banken so viele Kredite vergeben, dass ausbleibende Tilgungen die Bank selbst in eine Notsituation und evtl. Insolvenz bringt. Das eigentliche Gefahrenpotential liegt jedoch nicht in einem einzelnen Kreditinstitut. Im Zeitalter der Globalisierung sind die Banken sowohl untereinander, als auch mit der restlichen Wirtschaft so stark verzahnt, dass bei Erreichung einer kritischen Masse von Insolvenzen das komplette Finanzsystem ganzer Staaten einzustürzen droht.
