English summary: Current economic theory does not make it possible to consolidate the individual distribution preferences of a state's citizens with an entire economic preference consistently in order to work out recommendations for the state's distribution or redistribution policies. The reason given for this is that the unsolved problem of doing a cardinal measurement of individual concepts of utility and value prevents such a consolidation. Based on the theory of Pareto optimal redistribution developed by H.M. Hochman and J.D. Rodgers (1969) and with the help of an alternative utility concept, Werner Steden has however been able to solve the aggregation problem which has been addressed here. After dealing with the basic concepts of the preference theory, he shows that the individual distribution ideas of the citizens of a model society can be used to deduce the best possible distributive concepts for the collective state bodies. German description: Werner Steden untersucht die verteilungspolitisch ausgerichteten Uberlegungen der Wirtschaftstheorie. Im ersten Teil befasst er sich mit der formalen Gestalt, in der sich die individuellen Verteilungspraferenzen in ihrer eigennutzigen und individualethisch motivierten Ausrichtung praferenztheoretisch niederschlagen. Mit Hilfe der Theorie pareto-optimaler Umverteilung zeigt er, dass der durch diese individuellen Verteilungspraferenzen gesteuerte, rein private Transferprozess tendenziell das Erreichen eines pareto-optimalen Verteilungszustandes unter den Burgern auslost, einen solchen Zustand aber wahrscheinlich nicht vollstandig erreicht. Ausserdem gibt es meist mehrere derartige Pareto-Optima. Als nachstes muss gezeigt werden, dass sich stets eines aus der Menge aller distributiven Pareto-Optima als allen anderen eindeutig uberlegen erweist. Dazu bedient sich der Autor des Alternativnutzen-Konzepts und misst die aus einer Umverteilung resultierenden distributiven Praferenzeinbussen. Auf diese Praferenzeinbussen wendet er das Prinzip der gesamtgesellschaftlichen Opferminimierung an. Das Optimierungskalkul zielt also auf eine gesamtopferminimale Losung des Verteilungskonflikts. Im Vergleich zu den Gerechtigkeitsvorstellungen der streng normativ argumentierenden Ethik kennzeichnet die gesamtopferminimale Verteilungslosung ein eher pragmatisches Ideal. Sie liefert bessere Hinweise fur die Ausgestaltung der staatlichen Umverteilungspolitik als die genannten Vergleichskonzepte. Die Losung fuhrt der Autor fur eine modellierte n-Personen-Gesellschaft ohne bzw. mit Produktion vor. Ein einfaches Demokratie-Modell deutet im letzten Schritt auf gewisse Tendenzen zum Erreichen der Losung im kollektiven Willensbildungsprozess.
