Como é natural, dado o fato histórico de o Brasil ter sido descoberto e colonizado por Portugal, a maioria dos imigrantes de Petrópolis antes da chegada dos alemães era de origem lusitana.Os primeiros imigrantes portugueses que subiram a serra e se estabeleceram no vale do Piabanha, criaram muitos sítios e fazendas às margens do Caminho Novo das Minas Gerais, nas sesmarias que receberam dos reis de Portugal, com o objetivo de abrir, conservar e melhorar aquela importante via de penetração brasileira.Em 1843, o presidente da Província Caldas Viana descreve em seu relatório logo após a fundação de Petrópolis, que contratou 135 colonos Açorianos, contratados pelo Governo Provincial, vieram trabalhar nas obras de conservação e melhoramento da Estrada da Serra da Estrela, transformando o velho caminho tropeiro em carroçável. Com o início das obras do Palácio Imperial, a demanda de mão de obra especializada - principalmente nos ramos da cantaria (corte e entalhe de pedras) e carpintaria - atraiu para Petrópolis imigrantes portugueses, artífices, cuja importância pode ser avaliada pelo fato de seus nomes figurarem entre os primeiros foreiros aos quais, Dom Pedro II doou terras na própria Vila Imperial.Outros imigrantes portugueses subiram a serra e aqui se instalaram, na mesma época, atraídos pelas novas oportunidades que se ofereciam no ramo do comércio, estabelecendo-se na Rua do Imperador - com as mais diversas casas de negócios - que iam da importação de escravos à exportação de madeira de lei.Outro grupo de imigrantes portugueses dedicou-se à instalação e funcionamento das primeiras oficinas artesanais como: alfaiataria, sapataria, chapelaria, ferraria, marcenaria e olaria.Um representativo grupo de portugueses desenvolveu atividades hoteleiras, que tiveram grande impulso com a vinda de veranistas que acompanhavam a Família Imperial, a Corte e o Corpo Diplomático.Com o desenvolvimento de Petrópolis à colônia portuguesa, constantemente cresceu com novas levas de lusitanos.As décadas de 1850 e 1860 marcam a intensificação da imigração portuguesa com à chegada de um considerável contingente de trabalhadores braçais açorianos, para as obras da Estrada União e Indústria, assim como para a agricultura.Surgiram então novas e importantes comunidades portuguesas, como a dos floricultores do Caxambú - região que tem oficialmente o nome de Quarteirão Português - e as comunidades dos cafeicultores de Itaipava e Pedro do Rio, assim como à comunidade agro-pastoral de São José do Rio Preto, que tanto contribuíram para o progresso petropolitano.
