Juli 1941 die Wehrmacht im Westen der Sowjetrepublik Belorussland einfiel, ahnte die Bevölkerung noch nicht, welches Chaos und welche Zerstörung sie in den kommenden drei Jahren erwarten würde. Zu Beginn empfing man die Deutschen noch als Befreier, litt man doch die letzten Jahre unter dem Terror und der Zwangskollektivierung Stalins. Doch mit der neuen Besatzungsmacht war lediglich eine neue Terrorherrschaft gekommen. Hitler wollte "Lebensraum" für das germanische Volk gewinnen und das Land systematisch ausbeuten. Weißrussland litt unter dem Krieg wie kaum eine andere Region. Fast ein Drittel der Bewohner sollte diesen Krieg nicht überleben.1 Die Rote Armee wurde von der Wehrmacht überrannt und in großen Kesselschlachten aufgerieben. Zahlreiche Soldaten sowie kommunistische Funktionäre versteckten sich vor den deutschen Besatzern in den Wäldern Weißrusslands. Den KP-Funktionären drohte die sofortige Erschießung durch die Deutschen. Die Soldaten der Roten Armee mussten ebenfalls mit dem Schlimmsten rechnen, sollten sie in die deutsche Gefangenschaft geraten. Den Rotarmisten drohten auch Repressalien durch die Sowjetmacht, da ihnen weder die Flucht noch die Kapitulation gestattet war. Der Sowjetstaat war nicht in der Lage den Widerstand im Westen Weißrusslands von Beginn an zu organisieren. Die ersten Partisaneneinheiten entstanden unkontrolliert. Ihr vorrangiges Ziel war das Überleben. Erst im weiteren Verlauf des Krieges wurde mit der Errichtung eines Zentralstabs der Partisanenbewegung versucht, den Widerstand unter staatliche Kontrolle zu bringen und ihn organisatorisch zu straffen. Die flächendeckende Kontrolle über alle Partisanen blieb für Stalin eine Illusion. Die deutsche Besatzungsverwaltung war nicht in der Lage, das entstandene
