Die USA sind der dämonisierte Feind. Statt Denglisch spricht man Chineutsch. Am Arm muss jeder ein Zwanjang tragen, ein Gerät, das einem sagt, was gesund ist. Die Regierung besteht aus nichts mehr als dem Gesundheitsministerium, dem allgewaltigen Zentrum der Herrschaft. Wer nicht auf sein Zwanjang hört, kriegt Strafpunkte. Zu viele Strafpunkte führen zur Entmündigung. Alle unterwerfen sich. Alle? Nein, eine Gruppe von Alten probt den Aufstand. Und schon bald schließen sich auch junge Studenten dem Protest an. Unter ihnen Penelope Heiler. Als ihr Freund, einer der renitenten Alten, stirbt und Penelope die mysteriösen Umstände seines Todes aufklären will, wird sie zur Ikone des Widerstandes. Von der Wirkungslosigkeit des auf Spaß und Kreativität gegründeten Widerstandes entnervt, geht sie 2077 in den bewaffneten Untergrund. Sprengstoffanschläge und Entführungen sind nun die Mittel, mit denen sie Widerstand gegen das Gesundheitsministerium leisten will. Sie ist empört über Bevormundung, Ausgrenzung und Entmündigung von alten und behinderten Menschen. Über die Steuerung menschlicher Regungen durch chemische Substanzen. Und über die Tötung von Menschen, deren ärztliche Versorgung zu teuer geworden ist. Aber als sie erkennt, dass sie den falschen Weg eingeschlagen hat, ist es zu spät.
