Cet ouvrage tente d'apporter un éclairage sur les moments importants de ce qu'on a appelé le processus de démocratisation en Haïti, ainsi que sur les conflits qui ont surgi dans différents secteurs de la vie sociale et culturelle depuis la chute de la dictature le 7 février 1986. Notre interrogation principale se concentre sur la récurrence des pratiques dictatoriales au cours des quinze dernières années malgré les concours externes et l'existence de partis et mouvements se réclamant tous de la perspective démocratique.
En effet, après la chute de la dictature de Duvalier, toutes les couches sociales du pays continuent de souffrir de l'insécurité qui a été pourtant l'argument principal de la contestation du corps des Tontons macoutes, police parallèle disposant du droit de vie et de mort sur tout individu suspect d'opposition au régime. Six ans après la mise en échec du coup d'État militaire contre le gouvernement d'Aristide, les mêmes attitudes adoptées par les militaires face à la communauté internationale (recours au discours nationaliste ou à la souveraineté nationale pour disqualifier toute critique du régime) sont reprises de bout en bout par ceux-là mêmes qui combattaient le putsch au nom de la démocratie. Enfin, misère, pauvreté, stagnation économique sont devenues plus que jamais la marque principale du pays, pendant qu'en République dominicaine, le pays voisin, la croissance économique est de 7,5 % par an. Entre 1985 et 1996, le taux de croissance du PIB (produit intérieur brut) est de -5,2 %. En 1999-2000, le PIB est de 410 $ par habitant en Haïti, mais il est de 1 680 $ à la Jamaïque, et 1 770 $ en République dominicaine, d'après le dernier rapport de la Banque mondiale (1999) [...]
Pourquoi face à l'échéance de 2004, date de la commémoration du bicentenaire de l'indépendance du pays, l'espoir ne pourrait-il pas renaître ?
