Studienarbeit aus dem Jahr 2006 im Fachbereich Geschichte Europa - Deutschland - Nachkriegszeit, Kalter Krieg, Note: 2,2, Universität Hamburg (Neuere Geschichte), Veranstaltung: Hamburg unter britischer Besatzung, Sprache: Deutsch, Abstract: "Das wichtigste und weiteste Feld der alliierten Demokratisierungsbemühungen waren die Massenmedien." In diesem Zusammenhang wurde das SHAEF-Gesetz Nr. 191 (Supreme Headquarters Allied Expeditionary Forces, das gemeinsame anglo-amerikanische Oberkommando) vom 24. November 1944 von General Eisenhower als Oberbefehlshaber aller westlichen Armeen für die von den Alliierten besetzten bzw. noch zu besetzenden deutschen Gebiete erlassen. Dieses Gesetz sah für die Entwicklung der deutschen Medienlandschaft drei Schritte vor: Die Ausschaltung existierender Medieneinrichtungen, Ersetzung durch alliierte Sprachrohre, Neuer Aufbau in neuen Strukturen Dieses Gesetz war eine Auswirkung der alliierten Forderung nach bedingungsloser Kapitulation ("unconditional surrender"), welche die Entschlossenheit ausdrückte, ganz Deutschland unter eine umfassende Kontrolle zu stellen und seiner Bevölkerung den vollen Umfang ihrer Niederlage bewusst zu machen. Laut Direktive JCS 1067 galt es, Deutschland nicht vom Nationalsozialismus zu befreien, sondern als einen besiegten Feindstaat zu besetzen. Die Deutschen sollten zu menschlicher Anständigkeit erzogen werden und in einem ersten Schritt das Ausmaß ihrer Schuld begreifen. Presse und Rundfunk gerieten gegen Kriegsende immer mehr ins Visier der Umerziehungsplaner und spielten eine zentrale Rolle bei der Anerziehung demokratischer Denk- und Verhaltensweisen. Die Briten wichen rasch von dem 3-Stufen Plan ab, da sie die Mitarbeit deutscher Redakteure für unverzichtbar hielten. Einerseits mangelte es erheblich an eigenem qualifiziertem Personal, andererseits sah man ein, dass die Akzeptanz unter der Bevölkerung deutlich wahrscheinlicher war, wenn die Berichterstattung von deutschen Redakteuren kam, wenng
