Studienarbeit aus dem Jahr 2016 im Fachbereich BWL - Personal und Organisation, Note: 2,7, Universität Kassel, Veranstaltung: Verwaltungsreform, Sprache: Deutsch, Abstract: Die Reformbemühungen zur Reduzierung staatlicher Aufgaben wurden durch die New-Public-Management-Bewegung aus dem angelsächsischen Raum beeinflusst, welche zu Beginn der 1980er Jahre zunehmend an Bedeutung gewann. Da durch die Einführung des New Public Management (NPM) weiterhin versucht wird, privatwirtschaftliche Ansätze für eine Modernisierung der öffentlichen Verwaltung zu nutzen, muss sich der öffentliche Sektor verstärkt mit der Frage beschäftigen, wie er staatliches Handeln wirtschaftlicher gestalten kann. Als eine Möglichkeit sieht das NPM in diesem Zusammenhang eine Aufgabenverlagerung vom Staat an Private oder den öffentlichen Sektor vor. Ebenfalls kam es in den letzten Jahrzehnten zu einem Wachstum privater Sicherheitsunternehmen. Diese Entwicklung ist insofern von wissenschaftlichem Interesse, als in diesem Zusammenhang immer wieder die Forderungen nach einer Verlagerung von polizeilicher Tätigkeit auf Private aufkommen. In Anbetracht dieser Tatsache sollen im Zuge der vorliegenden Arbeit Übertragungsformen hoheitlicher Rechte an Private und die Kooperation von Polizei mit privaten Sicherheitsunternehmen genauer analysiert werden. Hierbei ist anzumerken, dass insbesondere die Möglichkeit der Beleihung sowie die Kooperation im Rahmen der City-Streife bzw. im Bereich des Objektschutzes im Mittelpunkt der Analyse stehen. Die vorliegende Hausarbeit besteht aus zwei Teilen. Im ersten Teil soll auf die Fragestellung der Möglichkeiten der Privatisierung polizeilicher Arbeit eingegangen und in diesem Zusammenhang erörtert werden, welche Varianten der Privatisierung und Kooperationsformen mit privaten Anbietern möglich sind.
