Qualitätsmanagement ist zum strategischen Potential für viele Betriebe geworden. Die Forderung nach Qualität ist mittlerweile Thema in allen Unternehmungen, unabhängig von Betriebsform und Branche, wenn auch mit unterschiedlichen Fragestellungen und Gewichtungen. Die Anforderungen, die heute an Qualitätssicherung in der Lebensmittelindustrie gestellt werden, gehen jedoch wesentlich weiter, als noch vor einigen Jahren. Wegen der verschärften Produkthaftung mit verschuldensunabhängiger Beweislastumkehr, der Umgestaltung der amtlichen Lebensmittelkontrolle durch die Richtlinie 89/387/EWG vom 14. Juni 1989 (von der Produktkontrolle weg - hin zur Überwachung der Qualitätsprüfungs- und Qualitätssicherungsmaßnahmen der Betriebe) und der deutlich verschärften internationalen Wettbewerbssituation, ist der Lebensmittelindustrie bewusst geworden, dass die zunächst für Maschinen- und Fahrzeugbau sowie Elektronik entwickelten Formen des vorbeugenden Qualitätsmanagements auch im Sektor Lebensmittel realisiert werden müssen. Um den Qualitätsherausforderungen der Gegenwart und Zukunft erfolgreich begegnen zu können, ist eine Qualitätsstrategie erforderlich, die auf eine ständige Verbesserung der Qualität aller Unternehmensleistungen ausgerichtet ist. Daß Qualität nicht nur einige wenige Spezialisten der Qualitätsabteilung betrifft, sondern alle Mitarbeiter im Unternehmen angeht, hat man bereits Anfang der 60er Jahre in Japan erkannt. Dort ging man damals schon zu ganzheitlichen Qualitätskonzepten über. Diese hatten u.a. das Ziel, die Mitarbeiter sämtlicher Funktionsbereiche und Hierarchieebenen aktiv an der Qualitätssicherungsaufgabe zu beteiligen, d.h. die Betroffenen eines Prozesses dem Gleichstellungsgrundsatz nach zu Beteiligten zu machen.
